It is the province of a great and
glorious government liUe ours to
encourage the fine arts to foster
literature and to indnjcb.such a de
gree of culture ontEc;part of it-
citizens as shall make them com
pare favorably with' the, old world
denizens whaTlook upon us as be
ing crude and new. 'Whether this
be so or not it is as well to put
such charitable construction on
certain of the government's acts:
a considerable degree of charity is
at times needful to cover some of
Uncle Sam's pranks.
Sometime ago the happy idea
originated in the brains of some
one in authority, that our consuls
should make themselves useful as
well as ornamental, ly furnishing
monthly reports from the countries
where they arc stationed. These
reportsire duly transmitted and
published by our p.iternal and be
nevolent government in pamphlet
form, and for the last five months
have been " duly arriving on our
desk in this northwest corner of
the national dominion. They fill
a hitherto existing vacuum in the
literary world; the system is so or
nate, so severely classic, so varied
in subject aud so perspicuous in
detail that the work in question
though not a thing of beauty ". in
deed a joy forever.
The Patent Office reports were
in former years our unfailing m-lace-in
hours of despondency or
.seasons of respite from careo inci
. dent.to the profeson, but a new
joy fills our soul when w e peruse
the effusions of those genial pirits
who represent this government in
other and dryer climes; and who
are paid big money by our good,
kind ta payers, the Atnericau
people forfurnishing sueh pabu
lum to any one who cares to read.
These essays are on every subject
under the sutyand some of them
range beyond that useful luminary:
. nothing is "too high, or loo low, or
too.deep, or too hot,' or top heavy
for our friends the foreign consuls
to ponderously discuss. We never
realized before what a vast amount
cffljudding knowledge but awaits
the consulship appointment ere it
bursts into bloom, and disdaining
to blush unseen or wasto its sweet
ness on the foreign air, semis fra
grant monthly missives across the
sea to gladden the hearts of those
they've left behind.
Looking through these rare pro
ductions we find many priceless
gems of thought scattered along
the shore of the great ocean of
statement. For instance, our good
consul DoCkey," writes from Leeds,
England:
"Free trade might bu a first-rate
thing.in an unreal or communistic
world, but it will not do in ours.
Policy governs nations as well as
individuals! and it is quite possible
that there should be all policy and
no principle .in some special appli
cation of free trade, which I must
say would constitute a very dis-
creditable exception."
Far be it from us to criticize, but
in all humility we meekly suggest
that if the government would issue
a supplement, or extra, or some
thing, with an explanation as to
what that means, it would bo to
us a source of infinite satisfaction.
In a communication from the
gentleman who reflects honor upon
his country at Ottawa, Canada, we
find that '".labor is fairly reman er
ated,"and that '-the country is re
garded as being in a highlv pros
perous condition." This gives us
the worth of our money as far as
Canada is concerned.
Mr. Rider, in charge of the na
. "tion's honor at Copenhagen, tells
us that "the expansion in dairy
thrift develops so rapidly that be
fore one has time to look around
it is found to be in quite another
. stage." We do not at present re
call any passage in Scott or Byron
that, is" more fraught with sup
pressed raoaniug than tho above
from Mr. Rider.
Our local fishermen will learn

with interest the statement from '

but be that Mr. Smith speaks ad-1
visedly in this first class puff of j
our friends, the Japanese. He also

It is a matter of regret, that their
cousins the Uhinese do not seem 1
to share in their regard for their
finny friends. !
Consul Wilson ot Palestine,
tells us that in the Holy land, the
publican "is rich;" the similarity
in the condition of our American
publicans will rcadiiy strike the
average American reader as being
corroborative of Mr. Wilson's re
marks. The high-toned Spencer v. ho
looks out for his country's interest
at Melbourne, describing a pair
ing, kindly states that,

We had supposed that '"bands
and bosses" were distinctinctivo
attributes of American civilization,
but now see how greatly wo have
erred.
Mr. Adams contribute a
thoughtful article on the nnnufac
ture of Xiimburger cheese, and
gives a valuable table of the rel i
tive merits of different cheeses,
in which we arc glad to see that
the Limburger and Sehweitzer-
kase lead grandly in point e:
strength and staying qualities. Let
us take lieart and rejoice. The
gentleman who is in government
employ at Ghent proudly re

We note the pleasing fact th it
all departments of literature are
given duo prominence; fact and
fancy, truth and fiction, belles let
ters and biography, "art- and sci
ence are all cared for; nor are the
ifioro critical attributes of litcrarv
pursuits neglected. We find keen
and cynical critics, men who are
blase and look "with ill-disguised
contempt upon us - raw Western
people who have not had tho ad
vantages of dwelling in Euiope m
capitals. From the ancient town
of Aix La Chape'lc, the to"m! of!
Charlemagne, a. youth to fortune
and to fame unknown, who signs
himself '"James T. Du Bois," wires
sarcasm from his finger c'nds be
cause, forsooth, some of the O. R.
& N. Co. fellows have presumed
to send immigration pamphlets.

committee of patriotic gentlemen
concerned in Northwestern immi
gration, it announces in glowing

Our admiration for such wither
ing diction as the above is tem
pered with a feeling that only
resembles sadness as the mist re
sembles the rain, when we think
what a national loss it is to have
such a genius as our Aix La
Chapelle man doomed to expatri
ation. Taking these repoits all
through, t.hey are as entertaining
as anything in that line can be;
the authors are so fumy when
they try to bo serious and so full
of bathos in parti intended for
pithes that they, after all, servo a
good purpose in affording amuse
ment to tho folks who are not
consuls and can only read and
tremble.
