The popular discontent existing in Germany is not likely to be less ened by the recent rescript of the Emperor. That document tlip.'nt ensjibsoiutism. that cannot but add new fire to the smouldering ele ments. The' Emperor WilKamhai always been a staunch believer in the divine right of kings. After his own ascension to the throne, he came near relighting the fires of rebellion by following the reactionary advice of Bismarck. Then the country was plunged into that succession of wars, which while they led to the aggrandize ment of the nation, and gratified its ancient enmities, served to di vert the attention of the people from their own wrongs. These wars are now over. Germany has little to gain from an- conflict. The people have time now to re turn to their own affairs and con sider the "burdens under which they labor. It is at such an ill opportune period that the em peror reasberts the old absolutist doctrine of his divine right to rule without regard to constitutional forms. True, the people may amuse themselves, if they jilcr.se. with a constitution and a ministry, but the one is to be considered but "the monarchical traditions of the country," and the other is to be but" the register of the emperor's will. He is graciously content to govern through a ministry respon sible only to him, and all who hold office under the government must support his policy on pain of his dire displeasure. This is constitu tional government with a ven geance! Were the emperor a young man, just entering on his reign, such a declaration could soarcely fail to provoke n, violent outbreak. But he is old, and his reign must toon cease. The glo ries of eleven years ago cluster round him and excuse him. The Garfield Pane? i ic. To-morrow the memorial ora tion upon the late President Gar field will be delivered by Jas. G. Blaine, at Washingten: upon this event a. Lite Washington special says: "That is going to be a. very curious performance in the house ofrepresentatives on the night of February 27," said a warm friend of Mr. Blaine this morning. "1 am on my way to get a ticket of admission, because they are soon going to be in demand, and I do not want to get left." Said this gentleman, "Just see what a spec tacle it will be. There is Arthur and his suite, Blaine and Ins fol fel fol eowing: the democrats anxious to see how the republican quanel will turn: the politicians of all sorts on the alert, and practically an audience of 50, 000 000 people following every word thereof 1. take it that a good deal more will be thought of Blaine in that meet ing than o Garfield. Exactly what tho. orator of tho occasion will say cannot now be prophesied but his words will be chosen. His position is one of extreme delicacy and the effects of his speech will extend into the future as far as 1884. Mr. Blaine probably will not confine himself to a f .ill eulojrv of the amiable private life of the dead president. He will describe as he has a right to describa, the public life of his friend during those last months of ln3 life when he was shaping the policy by which e wished to commend himself to the American people. His appointment of Roscoe Conkling to the Supreme Bench of the United States has all the attributes of a public insult, and all the elements of a party mis take. Tt shows that Arthur has more desire to be chief of a fac tion thau head of a nation; that he views tho high nlacc that G i. tcau's bullet gave him more as an opportunity to reward his political creators thau to earn a name as a Inoad minded man, and takes fiom him the support of every man in the United States who believes that tins will of the majority should rule. It is not a question of Ue publicanism or Democracy. It is a question of politics in the widest and tiuest meaning of that oft used werd: Nothing u polttu cally right that is morally wrong, and in elevating the imperial cham pion of bossism, the senior partner in the triumvirate that tried to run the Republican paityat Chi cago, to the 'Supreme bench, his Accidency No. 4 has committed a moral wrong and a giievous po litical mistake.
