Portland, for her part, can ship through Yaquina bay or Pu get Sound. This paper never says anything "against" the Coliimbii bar. It gives publicity to facts f nets that exist and obtain, whether we spoko of them or not facts that are patent to all. It is not in any spirit of controversy or objection that we write of the bar; it L to combat the ideas thit Portlaid tries to convey, viz: tint the bar is good enough as it is th it all that is wanted is more tugs; that! the assertions of Tue Astociax relative to tho bar's condition are not in accordance with the facts; in a word that 710 vessel should be induced to come to the Columbia that can't go up to Portland. That's where the shoes pinch on the feet of Portlandites. As for Astoria's "aspirations" about being a seaport, it need but be said that communities never aspire to what they already possess The .negative side of this propo sition can bo taken up by our in land neighbor if it feels "so dis- poged." But the rich part of this is the statement that Portland "can bhip through Yaquina bay, or Pujret sound." Our Portland contem porary bases its claim to being a humorous journal upon just such facetious statements. One Way of Dolus It, The present secretary of the treasdry is not in favor of tho pol icy of Uiing the surplus receipts of the government for tho pay ment of tho public 'lebt. lie thinks that we have been pning it off too fast, and that something ought to be left to po&rerity. There is a very large class of persons who are nervous from tho fear thai the debt will be paid tip in a few years. On what basi, Jhey argue, can we hae a national banking system, if there be no federal bonds to deposit as secur ity for tho circulation? And then this class of persons particularly desire that it be remembered "a national debt is a national bless ing." Some great capitalists are also disturbed, lest the debt be paid off, and they be jjiven no op portunity to buy bonds and have no further trouble with their un wieldy millions. Probably from this class comes the heaviest op position to tho immediate reduc- I tion of the debt. The whole of tho indebtedness of the United States would be canceled in about ten years if Congress does not put any extraordinary burden upon the country. The federal taxation is heavy, but yet so gen eral, so indefinite, so indirect as not to be felt as a very severe hardship by anyone. If the coun try only paid what is actually taken In at the revenue and cus toms offices, it could be suffered to stand as at present, but the in ternal and infernal system of tar iff imposes direct and grievous burdens which are crushing to some of oar best interests as a people. If. some of that burden were re moved the people might feel more , inclined to pay interest on the public debt for an indefinite length of time, but that alterna tive is not proposed. As money is coming in faster than Congress can appro priate it, there can be a reduotion in tho revenue by cheapening the prTce of whisky for the manufac turer. In II. Lesseps's new paper an interesting article appears, giving the description of tho Sivanuah, the first stoambo it that ever ctnssed the Atlantic. It is just sixty-three years, s iy this paper, since the Sivanuah, a vessel of 330 tons, sailed from the port after which she was named, to Liverpool.
