Entirely too much reliance is placed upon'ha tional ability to meet any sudden emergency that may arise, in which armed vessels would be re quired to defend - the nation's honor, and if care is not exercised the government will some day be taken at a disadvantage, and be fore importantpoints can be put in proper condition of defense, untold damage can be inflicted which hundreds of millions of dol lars will not make good. The in creasing activity of foreign pow ers in strengthening their naal armaments points clearly to the fact that the peace milleuium is not in the near future, and tint we owe it to ourselves as a nation, to be prepared for any sudden complication that may arise. Iliough the world is virtually at p'eaee, no one can predict how !on;r sucli a desirable state of af fairs may obtain. The ,wars of these dajs are not presaged by years of muttering and rising clouds betokening the coming storm, but aie precipitated with the suddenness of the tornado and pass away almost as quickly. WKat is needed is a wise, gener ous and comprehensive naval pol icy, one which shall be framed by men who can look beyond the con fines of oiieadministrdtion,and who can sink politics, personal consid erations, and aggrandizement of friends in carrying out a plan de signed for the honor and protec tion of the nation bv this arm of its defence. The government can learn by observation and experi ence, enough to- guard against making such grievous and costly mistakes as foreign powecs h ive fallen into; -and it ife not egotism nor overweening confidence, to as sert that the ability is in this coun try to perfect a class of naval es sels which shall have no superior among the navies 0 the world, at far less cost than the cumbersome craft of- Europe, whenever Con gress shall have completed its- plans of a national naval policy. It is time that the nation realized the necessity of prompt action in this respect, and that a maritime power with a census of fifty-two millions should show to the world that it has the pride and principle to take its place in the front rank of duty, as well as power, and that it is ready to use force, should necessity dpmand, to secure freedom to the. oppressed of the world, and to protect its people, its commerce and its soil. The London Times published lately a letter from a Fellow of the Ro3'dl College of Surgeons in which he narrated the substance of a con versation between himself and two eminent physicians on the subject of what he terms "domestic poison ing." Each of the three was able to refer to a case of the kind that had comcunderhisindividual notice and the writer seems to share the opinion of the great toxicologist, the late Dr. Taylor, whoso works are text books on forensic medicine, that domestic poisoning is of far more frequent occurence than is usually supposed, a conclusion which, having legard to the large number of persons in the world whose death would in some wav bring pleasure or profit to others, is ' not extraordinary. It is too probable that a large proportion of mankind has little conscience about committing crime if "what's basely done can be done safely too.". Information Wanted. The New York World of the loth asks: Have the telegraphic messages sent to Trescott in Chili by Frelinghuysen been included in- the documents laid before Con gress by the State department? The whole of this miiciable tale! of American official incapacity and imbecility at Washington, playing fast and loose with American in terests and the honor of the United States in South America, must be told before the judgment of the country on the public sprvants implicated can be rijrhteouslv made up. The work of fortifying dockyards is proceeding rapidly on the conti nent. Not onjy are the defences, of the'German ports and coasts be ing pushed on with energy and the roads of Toulon secured against at tack and generally improved, but the Austrians are now adding to the fortifications of Pola. That empire having a near neighbor of certainly superior, naval strength, the resolveof the Austrians to trust rather to their batteries than to their fleet is presumably wise. In the estimates for the current year the Legislature voted a portion of the sum necessary to complete the for tifications which have already been begun. Speaker Keifer has snubbed the great resthete, Oscar Wild. That artistic grasper after the al mighty dollar sent in his card to Mr. Speaker, who, instead of rush ing forth to clasp the poet in his aims and commune under the shade of his big sunflower, rcturn- ed word that the card should be left at his hotel.
