The present doings of the secret syndicate Lave probably been un earthed by those who are trying to break down Blaine. They show ed quite, conclusively- that there was a syndicate of -American poli ticians which had been. formed for the purpose of capturing the de posits of nitre and guano which were the cause of the contest be tween Chili and Peru, and are of enormous value. The whole busi ness did loolc like a gigantic piece of jobbery in which the services of the State department had been secured. The correspondence since published tends to free the late Secretary from any improper motives hut gives -additional proof of a bold effort to make the gov ernmentof the United States aid a scheme of speculation. The in structions which had been given to the special envoy, Trcscott, has struck the country as being too warlike' and too much in the interest of the syndicate which has been the cause of all this com motion. It has called from Blaine the explanation that these instruc tions were submitted to President Arthur and approved by him be fore they were transmitted. Presi dent Arthur in countermanding them, gave supplementary direc tions which are more in accord with the traditional and safe policy of the government. Blaine says the President has changed his mind; the change is manifestly a salutary one. The time may come when Blaine's dream will become a reality; it has been cherished by other statesmen. There may bo a graraliiconfederation -of all the Spanish American republics, but it will never jbe. brought about through the efforts of a syndicate or. grasping schemers. Studious effortshave. been made to create the 'impression that- Arthur" re versed. Blaine's policy, it "would appear that Arthur lias reversed himself. &Onepflho -many tricks of political managers is to pile up , false kpcusations so fast'.that it will require all the time of a candidate to answer them. This peculiar lino of policy may have been adopted by those who fear the candidacy of Blaine before the next national convention of the Republican party. - Washington Letter. It would be, interesting to rcaM some letters of lils, written with (ho same frankness and honesty, after he has spent one or two sessions here, during which he shall have vit - jiessed from the gallery some of the occasional rows and attended all the nightsessions and closing ceremonies. If ho is attentive he will see members roaring drunk once in a while; he will see scores of members smoking in tho cham ber during the sitting; lie will see dozens of members squirting to bacco juice over carpets that cost six dollars a yard; he will see members stretched out on the so fas asleep, and he will hear them snore; heAvill see members with both feet on their desks, sitting on their backbone; he will see mem t bers munching apples while at tending to public business; lie will see occasionally a member with his boots off, easing Jiis corns, and he will see much else that will detract somewhat from his de scription of an impressive body. A few .years ago a member from one of the Southern States, now happily out of public life,, was in "the" habit of taking out his .false teeth'' and wiping them on his coat Ble'eve and picking them with his finger nails. Another member was in the habit of coming his hair with a'fine-tooth comb while listening to speeches. He was very tidy about it, and always spread a newspaper on his desk to prevent spoiling it with the result of his labors. Nearly everybody has heardlhe story of the Ken tucky member of the last Con gress who washed his feet in the wash-bowl of his committee room in the presence of half a dozen members, one of whom was the fastidious Hewitt, of New York, who bolted out of the room utter- injr the word "damnation" be tween his teeth, Next week I will undertake to give some of the peculiarities of this "impressive' body, its methods of transacting business, and the experiences and difficulties of new members. Society people, and those who come to Washington for the at tractions offered by the usual round of social pleasures, com plain that the season is dull. There have been a good many dinnner parties and the like, but a lack of those general occasions of large propor tions. Tho fact the "White House is practically closed to society makes a great difference, especially to transient visitors to AVashing ton. For over twelve years not only wore the customary evenni'j receptions, or "levees," afternoon receptions and State dinners regu larly given there, for at least two mouths after the New Year re ception opened the season, but during tho most of the Grant ad ministration and all of the Hayes term many felt privileged to call on the lady of the Executive .Man sion sociably in the evenings when no formal entertainments were go ing on there. From the street the house used to present a. very bright appearance, as it never docs now, since President Arthur thinks that it is a proper respect to show to his assassinated predecessor not to have his late official residence looking as though no tragedy had occurred. It is rumored that he will begin having receptions after the' six months of mourning have expired, tlia.t is to say after March 19th, which can be done very well, as Congress will be in session for some time after that, and everyone will enjoy spring entertainments more than during the winter en rnijiements for social amusements are more numerous. The woman suffragists have been again stirring up discussion here and their leading spirits are stir ring up Congress. In spite of the known sentiment -of the country especially of the better class of women in it against tho womans right theories, these agitators pre sist in thrusting themselves and their demands upon public atten tion. Of course thev have a right to do so; it is only a question of propriety and taste. There are some brilliant, and probably ex cellent, women engaged in the cause. It is singular that such women as Mrs. Stanton, Miss An thony, Mrs. Blake, Mrs. Gage, Mrs. Hooper and Miss Cozens should commit the blunder of excluding men as advocates in their cause and of taking up the better part of their time in denouncing some class of male citizens who have the ballot. There are many inconsis tencies illustrative of the natural and physical. laws which exist as a standing barrier to the achieve ment of this "equal rights" doc trine. One of the ladies who ad dressed a Senate committe most earnestly in favor of the rights of women, which, according to her creed, is no- more nor less than simply to place them on a perfect equality with men, had only the day before complained quite bit terly that ladies going into the Senate galleries did not receive proper attention from the door keepers. Men, of course, receive none. A gentleman now here re lates an incident in his own ex perience developing the same in consistency in the advocates ot women's rights. Some time ago he traveled in a Pullman car with Mrs. Stanton and Miss Anthony, two of the ladies who also ad dressed the Senate committee. They had discoursed to him most eloquently for an hour or two on the rear platform where they all sat enjoying the scenery on the injustice of the denial of cqunl rights to women, but when, he lighted a cigar objections was most strenuously made, nnd ho was treated to a severe lecture for not having due scgardfor the presence of ladies.
