Congressman JfjeUbrd, of Color ado' very sensibly takes issue with the custom that has given auto- cfatip power jncuses' of debate to the headsof committees, and with alHhe-itppressiveness of a deeply injured man he says: "The fault is not in the speaker; -it is in the system by which the House is governed. The House of Repre sentatives iustead of being the council of the nation, is simply an aggregation of committees. A few men who seem to, be favorites of fortune, have constituted them selves into a Pretorian guard, and arrogated to themselves the right to declare who shall aud who shall not, mount the throne. A mem ber outside of a committee, who represents a state as large and im-portant-as New York, can not be heard in virtue of his right as a Kepresen'tativebut is compelled to beg the poor privilege from some lordling of that committee, who has been elevated through the favoritism of the Speaker or through the active- influence of other gentlemen who burnt in cense at the altar of the court. If Massachusetts were represented on the floor of the House to-day by Webster, Kentucky by Ciay, Missouri by Benton, Michigan by Oass, South Carolina by Calhoun, and these, gentlemen had failed to secure places on important com mittees they could not be heard on questions of national inport ance, unless they -secured that fight through the kindly partiality of the' Ho'n". John Jones, or the Hon. "William Smith, who hap pened to be -members of the com mittees having these important matters irr cbargp. Wjb boast that vre are 'citizens of a representative government, 'wherum the spirit of Democracy is dominant, but tue world cannpt point to .such an oli garchy as that which controls the debates in the House of Repre sentatives. The .'property of our citizens had been destroyed, our women out raged, a war between the whites and the Indians seemed to be in evitable, and yet, because I was not a member of "the committee on Indian Affairs, I could not address the House, even for five minutes. I do not think that a member of a committee has any more rights on tlio floor of the House than one who is not a member of such com mittee, and for one, I propose hereafter to make war on that system,-especially when it stands be tweenMne and the rights of the poople whom I have been sent hero to represent. I don't pro pose that " any Pretorian guard shall deprive me or my state of the rights accorded us by the Con stitution of this country. I didn't know that I could say anything at any time that would interest the House, but no man shall deprive trie 'of .that right if I dc&ire to ex ercise it, whether lie is on one committee or another. My rights are equal to the rights of any oth er member and the voice of my state ism entitled to bo heard, ' whether the Speaker assigns me to one committee or another. It is time thai somebody should .re bel against the despotistn of these "ommittees, and when the oppor tunity arrives, I prorjose to ascer tain just how securely are en throned the committee despots. SEXATOuGEovrnJias introduced bills in 'the Senate recently pro viding 6500,000 for the improve ment -of the Columbia river entrance; also 8750,000 for the Cascade locks, and 5.200,000 for the Yaquina bay entrance. He has also given notice that he in tends to address tire Senate shortly on the necessity of these appropri ations. Dukixg a recent .visit to this Coabt of two Irish members of Parliament,1 one. of them, T. M. Healy, in a &peech at San Francis co, said: Americans, we are told, are very sensitive upon the question of the rights of private property. Has ! America never interfered with the rights of private property:1 I think I have heard of a" noble, honored name, dear to all lovers of liberty in America Abraham Lincoln and his abolition of pri vate property, invested in 4,000, 000 slaves, "worth 2,000,000,000. Take all Ireland from sea to sea, or rather the land of its oppressed people, and it could be -bought for half that sum. Still, tiie men who cried "Well done," when Abraham Lincoln wiped put 2,000,000,000 of private property because they abhorred and detested black sla very, now condemn us because wo are endeavoring to free ourselves from a tiavery still worse than that of the southern states. Have wo no fclavcs in Ireland? I have never heard that the slaves in the South wont about half-starved, half-naked, and were obliged to live in hovels that white men would not nut their beasts into. I have never heard that less than thirty years ago nearly two million I of people died in the midst of plenty by actual starvation. And while I have heard of kind-hearted southern men who permitted slaves to work and save enough xo buy their own freedom, and fed him, and clothed him and cared for him at the same time; I have never heard of an English landlord doing the same for his Irish tenant slave."" The method taken by the cen sus bureau to give the results of the census to the public at the earliest possible moment, is de serving of high praise. Bulletins have been issued from time to time, giving results as fast as they were obtained, and they have been" sent to the press and their purport given to the people a year or two in advance of the publication of the more stately volumes. Two hun dred andsevcnty-tvvo of tliese reg ular bulletins, in addition to sev- er.il special ones, have been le ceived, and a fund of most import ant information is this placed with in the reach of those who have the greatest need for it, to aid them in discussing matters of general in terest. At a convention held in Sioux Falls re cently five hundred representatives were present from all parts of the Territory, and one hundred and thirty-one delegates were chosen to go to Washington in the inter est of the bill that makes them an integral part of the Union. lions.
