Wherever the national flag floats, his privileges as an American citizen are recog nized, and he is as well protected in their enjovment as any other class. Free trade, or at least a wholesome revision of the present onerous tariff will bo one of the leading questions; and civil serv- ioe reform, although sneered at and derided, and its purposes mis represented, will also come to the front. The people who are asking for suck reform are not desirous ol any of the absurd things attributed to-them. They do not want to create an aristocracy of office hold ers, or to displace the existing "machine" by another. They want to purify the public service by keeping rascals out of it; they want to prevent the peddling out of positions by the appointing power, used as bribes, and to pro tect the men who may actually be called to positions of public em ploy. Many of these people are enduring a species of bondage which is destructive of self respect and damaging to the liberties of the citizen. The man who holds a public appointment cannot safely take the slightest step in politics without the consent of whoever Dut him in office. A minor feder al official would probably come to grief if 4ie did not carry out orders as to how he should act even in the local politics of his own town. Like a trained army in most of the State they yare obliged to obej-orders and run the -party caucus. The men most successful at that kind of-vbusiness have the strong est lease of power. Low and dis' reputable "work" instead of meiit and qualification have induced the filling of no small number of offices, and that is tho great abuse which the civil service reformers seek to remove. Promises of position are weapons which few politicians will care to lose, but it is possible to secure a system which will deprive Congressmen and others of the power to deliver minor offices, and that would retire to private life very many who are now conspicuous. It is positively unfair to make " Mr. Englisbj'of Indiana, tho theme of such ridicule as the Eastern press now impose upon that de feated candidate. It was hard - enough to run for Vice President and get left; to be told by leading men of his party that if he hadn't been so stingy they could have carried his State; to bo sued by Murphy for alleged services as "itump speaker and whipper in, and to have that enterprising Milesian attach his goods, chattels and real estate to recover said indebted ness; but nrJw'to have Republican nowspapers offer him sympathy and condolence in tliis his hour of grief, is indeed too much. While it is no easy matter for a people to obtain concessions from their kingly- rulers without intense and often dangerous agitations, yet it is fully as difficult at this day for Euro pean kings to further encroach upon popular rights. A remarkable old age is-drawing to a close, which ending, in the nature of things cannot be much farther put off. Recognizing this fact, common to all humanity, he intends, on his eighty-fifth birth day, which will bo on the twenty- third of next month, to transfer his power to the Crowu Prince Fred erick William, by investins him with the regency. It will add to tho future reputation of the old warrior, if during the feWremain ingdays of his active rule, he shall feel disposed to change the policy iust inaugurated, which is unques- tionably severe, and possiblyqiro ductive ofrrevolution.
