Massachusetts Gambling. A curious custom prevails along the sea coast of Massachusetts in regard to soiling pools on fishermen to see which ono of them will catch tho first fish while out on an excursion. In a number of the seaport towns regular exchanges are established, where this pool selling goes on, and each man in every fishing excursion that goe3 out is bought up by the adventurous'gatn- blcr in tho samo manner that horses entered for a race are bought. These pooh often run up as high as 500 or C00 each, according to tho number of fishermen, and tho first man that catches a fish is dcckired tho winner, and his backer takes the pot; and the mau who gets hecond- place, however, takes some share. Izer, of Portland, will lecture at the Methodist church this evening. Subject: "Literature and Fields of Mental Exploration." The Dochra and Indiana are ready for sea; the former goes to Queenstown, tho latter to St. Maraire, France. The Dochra has 55,581 bus. wheat, tho Indiana, 79,103, The two cargoes are worth 123,279. In the Guiteau caso Scoville has made the customary motion for a new trial. But little importance is at tached to it, and it is considered certain that before the anniversary f his crime ho will havo ceased to live. Fred Sherman is having a new omnibus built which he thinks will be ready about the first of March. It will bo glazed fore and aft, will carry fifteen passengers and will carry com fortablv in all kinds of wind and weather. Tho Occident Hotel is being given a thorough renovating. The rooms aro being freshly painted, kal somiucd, papered, etc., the frescoes touched up. and, when completed, tho improvement in the appearance of this first-class hotel will bo manifest. Last Friday Senator Grover presented to tho senate an applica tion, signed by 426 citizens of Oregon and Washington, territory, urging congress to declare a forfeiture of the Northern Pacific railroad gwit, and to open the forfeited land? to settle ment. Tho Walli Walla Uuion states that it costs 40 cents to carry 100 pounds of wheat trom Walla Walla to Poitland, and only lOt to 12 'conts to take tho samo amount from Chicago to New York by rail, or from St, Louis to Liverpool by barge and sail ing vessel. The shortage in tho eastern potato crop sent tho usual western On the 14th of "March, 1837, Alice C. Whitman, daughter of Mar cus" Whitman, M. D., was born at Waiilatpu. This was the" first white femalo.child born in Oregon. She was drowned in Walla Walla river June 22d, 1839. Though nut so personally interest ed in tho building of houses as a month ago, yot we cannot refrain from calling attention to the fact that there aro people who are coming hore every day and leaving because they cannot get a houso to live in. Now it does seem to us that j. man couldn't want a better investment for his money than to put up a few 1,200 houses that could bo immediately rented to paying tenants for $20 a month, and that, too, the year round. It is reported says the Oregonian that the steamship City of Chester will take the placo of tho Eureka now4 running to "Victoria and Alaska ports, n account of tho inability of the Eureka to do tho necessary work, being so small. Although tho loport has not been substantiated, it is prob ably true, as tho Alaska business has largely fncreased within the last two years; enough to oven mako use of two steamers with the c.irrjing ca pacity of the Eureka. Reply to Bishop Morris- Astoria. Ok., .Ian. 28, ISS2. Editoh Astokian : The recent murder at Seattle, and moro especially the lynching which followed, has caused much comment in tho newspapers, and brought out many articles from tho pons of men of note. "Among others I notice that of Bishop Morris, and it is this and thoso of a similar nature which this article is intended to answer. I shall ciidoiU or to couch my reply in terras of mildnc33 and rcaeou rather than of hardness and epithet. First, then, I ask notice of the fact that the law was made for man and not man for the law. Do we not remember "Christ's words to the Pharisees when they asked why his disciples did that which was not lawful! Did he not tell that tho needs of men are above tho Inwj Who will attempt to deny tho need or right of protection by our sober, hon est, industrious citizens from robbers and murderers? As to- the necessity for immediate protection, as to their needs and rights, 1 think the people of Seattle could as well judgo as those who, living in a moro secure state of society, so freely and fiercely criticise their action. Had one of these critics lived next door to the young man who was so foully murdered sim ply because he did not chouse to yield upon demand of highwaymen, the fruits of his honest toil, he might have felt tho need of some immediate ac tion. He might have considered the action of the law as administered now-a-days, too slow. He might hare rea rea eoned: with tho town Sftnrining with rogues and villains, others encmrraged by tho example of unpunished crime, would commit deeds of like nature. Ho might have carried tho thought still farther and said: what security havo I that I, my soil or my brother will not be tho next victim? And this is not fanciful. It is no more than the then existing facts in Seattle would warrant any reasonable man in think ing. Again, is not tho penalty of the law against murder, death? There had rbeeu a murder committed; tho mur derers had bcon caught; the peoplo in flicted the penalty of the law, omiting only some of its prescribed forms. They speak again of the disrespect of law and order which this sort of action begets. Tho tendency of tho ago in this country is a disrespect of law born of another cause. That cause is the tedious course by flinch it is adminis tered; the failure to inflict its penal ties; and the ccrtaiuty I had almost said, of a speedy pardon of the crimi nal if convicted and sentenced. Tho foundation of all just law is the great est good to the greatest number. Who will say that eveu if a wrong was com mitted towaid these two criminals that an infinitely greater number of hon est, quiet peoplo were not bonofited in tho greater security to their property, persons and homos arising from tho fear inspired by this lynching in tho minds of the romaining rogues. Therd is yet another class on whom this quick and thorough action on tho part of the peoplo of Seattle will have an influence for good, and that is those young men who, inspired by the dime novel literature of the day, ai.d tho example of successful or unpunished crime have meditated on following a criminal course. On them this action must exert a restraining influence. But I would not have this article un derstood as an encouragement to lynch law under any ordinary circumstances. I would .not recommend martial law in time of peace. I would not ad- viso tho quarantine and other rostric tivo measures which aro imputed on a town afflicted with epidemic disease to be continued when the disease has dis appeared, or that the medicine so necessary to be administered in case of a desperate malady become the daily food of our live3. But as there is a tirao when maitial law,- when quarantine, when medicine is neces sary, so there are times when the security of honest poople requires that tho guilty meet with quick, thorough, and dreadful punishment.
