Loms Globe Democrat thinks that as there is a. constant pressure brought to bear on Con gress to create new unices, to in crease the governmental machinery in order to make places for appli cants, the consequences is that every .possible excuse to that end is seized upon. "The public good is inevitably made the ground for the demand. The interests of this, that and the othor useful division of labor are brought forward to plead ior alleged .assistance, when they do not need any aid, nor could the Government give them any, in all probability, if they did There are "enough things in poli tics now, without dragging agri culture, mining, commerce, manu factures aud science into them in the shape of executive depart ments at least. It is hard work lo watch the contingent funds as it is, without creating any more ol them; and as to enlarging the civil service in the way proposed, that branch of the Government i. cumbrous enough without making unnecessary additions to it." With due respect to Dr. Loriug and hit friends, it must be said that they represent a kind of paternalism that is unrepnblican, and opposed to the advanced but well-estab lished principles of social science. And it is a cheap kind of dema gogy that attempts to make politi cal capital by pretending to es pouse the cause of agriculture. Une might as well attempt to espouse the law of gravitation. Both will continue to prevail, and will be affected neither way by bureaus or departments. A New Plan. The usual amount of const it i tional amendment goes on in tl is session of Congress, and in relation to the vexed question of Presiden tial election and selection some novel ideas are advanced. Gener ally in discussing the question of how to elect a president the argu ment is put forward that the Elec toral college should be disestab lished, and the chief officer of the Republic chosen by a direct vote of the people. A much more interesting propo sition is that of a western ropr. -sentative, not to do away witli the electoral college, but make it more important even than it is now. He would have this body continue in existence during the presiden tial term, and, in case of the "death, resignation or inability" ol the President, elect his suceessor, precisely as they elected " him in the first place. This bill is strik ing, and will excite general dis cussion. In the first place, it abblishe." the office of Vice President. Un der " ordinary circumstances the Vice President is a mere figure head, of no account iu the Govern-' ment, and, under extraordinary circumstances, he stands in a posi tion which is intensely disagreca ble to overy sensitive poison that of waiting to step-into a dead man's shoes. The abolition of thi office has often been discussed, even without reference to a change m O in the method of electing tin President. Then,- again, his plan is a return to the "ideas of the fathers," of wliir.h we hear so much. It was the notion of the framers of the Constitution that the electoral oollege would be a real body of electors, who should exercise choice in the' selection of the President. Under the. unwritten law of party rule, the electors are the mere agents of the voters; or, rather, of some nominating convention, and exercising no discretion whatever. If that 'amendment should be adopted, they would undoubtedly bar no nitre option "in the lee- tion Of President after a general election than they have now, but on tlie death of the President cho-en by popular vote they would :it onto assume the dignity whii-h "the fathers" Mippised they Imd givn tin m, and become a living, deliberative bedy, hound to choose a new Piesidenc upon consideia tinns or the public good. The change would make the nomina tion of electors a matter of grave importance. It would, of course, be necessary to provide for filling vacancies in" the electoral collcfe. and for an "Acting President" during the interval between the. death of the President and the meeting, of the college; and in connection with these provisions the needed definition of the mode of counting the electoral vole, of the way iu which "inability" shall be determined, etc., might be in The Pnlilic Debt. SiXTEnx years ago the publio debt had reached its highest fiaure and the journals of the day were filled witli surmises and guesses as to the feasibility of paying off the t .venty-seven hundred millions in 1 10 next century and a half. On the 1st of next month t lie -debt will be under two thousand millioiis. It is now biiig reduced at the rate of thirteen million dollars a month, and unless Congress cuts off much' of the revenue receipts, a course wiiich the state of affairs v.ould justtfv,.the coming year would see over one hundred and fifty addi tional millions ol indebtedness can celled. Several of the state papers ad versely criticise Representative George for not asking for large appropriations for the various im provements. The sums he named in his bill were in accoi dance with the estimate of the engineers in charge of the work, and it would certainly be fairer to commend him for moderation, discretion and common sense, than censure him "for not attempting Impossibilities.
