So it should, and so- it would, provided that there wasn't so little distance between the bottom of the ship and the bottom of the channel, that ship masters and bar pilots are naturally chary about taking the risk except on favorable opportunities. Our well informed contemporary is also on deck with the equally authentic information that as soon as powerful iron tugs are placed on the bar "disasters at the Columbia gateway will be un known." Whether our journalistic seer knows this to be a fact, or whether the above confiscations of prophetic light are simply his own personal opinions, he does not say. Tf what is said by the Portland papers about the bar is so, it is cause for regret that Mrl Thompson should be troubled with tlfe duty of appearing before or behind a. committee to demonstrate the ne cessity .of bar improvement. If it is not so, how silly of our Portland contemporaries to be eternally maintaining that nothingis wanted but more tugs, when the- know in their souls that the great need of the Northwest to-day is the im provement of the bar, so that ves sels of any draught may safely enter and promptly go out to sea. Ci.st or the Trial. Thk cost of the Guitcau trial is estimated at Washington all the way from 8100,000 to $300,000. The largest bills will be those of the associate counsel for the prose cution-7-Judge Porter, of New York, and Mr. Davidge, of Washington- wlio;ifiM"?tthought,"Bwill ask 25,000 each. Next will come the demands of the official steno graphers, who have made verbatim reports of the proceedings--, and furnishing the District Attorney fifteen copies every morning, for all of which they will expect from 810,000 to $15,000. About two hundred witnesses have been sum moned, making a heavy aggregate of witness fees, especially in the matter of the twonty-five experts called for the prosecution, who will not only receive the usual al lowance and mileage, but the value they put on their services during the days, or weeks that they have been in' attendance on the trial. Then there is maintenance of the assassin, the pay of extra bailiffs, printing, and a hundred inciden tals. To" all which must be added, in the now generally accepted event of conviction, the expenses of execution, and it can safely be baid that no part of the bill will be paid morn chew fully by the average tax paver than the last item. The mainsprings of human ac tions are variously tempered. Temperance reformeia are con gratulating themselves upon the fact that less brandy was con sumed in France in 18S1 than in 1SS0, and in 1880 than in 1S79, when, as it appears from a French journal, it. is not that the Gallic taste for that liquor is being led to gentler tipple, but that the dis gusted Frenchmen have been so often and so long deceived by con cocted imitations that they have quit in sheer despair of getting the genuine -article. Discussion the matter of con gressional investigation respecting the forfeited railroad grants, the eastern champions of legalized robbery now advance the specious plea that the whole question is outside any congressional inter ference, and becomes a simple question of law .to be decided by the courts. Ne.u: Cimmaron, New Mexico, the Atchison, Topeka and Santa Fo railroad company .1 uns its line for a considerable distance through the Maxwell ranch, which contains ono million seven hundred thou sand acres of land. This magnifi cent property was acquired by the man whose name it now bears, first, -by marriage with one of the heirs, and then by purchase of the interests of the co-heirs. The ranch is now owned by an Eng lish company, who are at presont engaged in building "a fence around its entire area. They pro pose to devote it to the raising of blooded stock horses and neat cattle. To that end they have already sent tv number of blooded animals from England. Among the stock that have arrived at the ranch arc . the celebrated racing stallion Uhlan, and twenty three thoroughbred marcs, all with foal to famous English flyers. The fact that this stock is now in New Mexico, accounts, perhaps, for the offers of certain well-known Eng lish turfmen just after the brilliant victories of the American horses Iroquois and Foxhall, to bet that a winner of the Derby, in the near future, would be bred in New Mexico. Grand preparations. hav been made for the comfort of these aris tocratic scions of the turf. A cor ral two hundred feet square, sur rounded by an adobe wall, on the inner side of which spacious box stalls has been erected. When all the contemplated arrangements have been completed, the Maxwell ranch will not only be the largest but the best appointed stock faim in the world, and there is little doubt of the boast of the projectors that many winners of future Derbys will be bred in New Mexico. Tub Albany Democrat thinks that if Mr. George wants to be re elected he ought to at once ex plain to th'ivpeoplc'of tliat fsecfion1 why it was that he asked foe $430, 000 for the improvement of the Columbia river bar, -and for Ya quina bay "the modest little sum of $60,000." It is evident that the Albany Democrat does not realize the fact that "ask and you shall receive,'' does not hold good in the matter of Congressional ap propriations. The same authority claims that 1 S4,G30 pounds of gold and 1,028,084 pounds of silver are annually consumed in the arts. lie estimates that in fifty yeais the arts have consumed one-third of the production of gold and one fourth that of silver. Ex-Pkksident Zachary Taylor's daughter, who now lives in Vir ginia, received recently from the Treasury of the United States the sum of $10,000, which was the ox act ba'ance of salary that would have been paid General Taylor if he had lived until the expiration of his term of office. The pay ment was made in accordance with authority contained in the Deficiency bill at the last session ofTlongress. It would seem as though Page of California, is desirous of divid ing the "honors with S. S. Cos and Pjoctor Knott as a congressional humorist. He has brought a bill before that honorable body, mak ing the date of the discovery of America a legal holiday. It will probably be as hard to tell when this little bit of cosmic dust was discovered as it would to get the bill through congress. One of the funniest things that has come under our observation for some lime is the fact of Utah's governor, at the recent session of the legislature, recommending in his message, that polygamy be abolished, when every member of the legislature to whom the mes sage was read is a polygamist. Railroad Legislation. Kkauan is not the only man in Congress who believes the timo has come for our national legisla ture to chock the aggression of rails odds by an inter-htate com merce act. - Henderson, of Illinois, ( is determined to push his or some ' other intor-htato commerce bill j through Congress- this session ift possible. He says legislation of! the character indicated is nbso-' lutely necessary , hot only for pro ducer.s and traders, but for rai road stock-holders. He points to ! the qrowinsr. abuse underwhich a few rich speculators, desirous of controlling certain railroads, in augurate a war of rates Against such roads in order to depreciate the stock that they may purchase at cheaper rates. He thinks that for the protection of the stock holders and the producers and traders, a minimum as well as a maximum freight rate should be fixed.
