Amid the sounding symphony of national grief that has arisen from the hearts of the people is heard an occasional note of despair, a regret that such things can be, a fear that popular liberty is, after all, a failure. For this no occasion exists. The eqipeising: force of moral culture and mental mastery will hold in check any turbulent effort of the evil disposed to re strict or retard the march to the jnillenium. It was the boast of the greatest of the Ciesars that he found Rome built of mud and left it built of marble. Thus tersely did the great Imperator express the material improvement in the world's center which his proud reign had witnessed. Yet, though the pen of the poet and the chisel of the sculptor pro claimed his munificence and per petuated his glory, the downfall of that period of civilization then be gan, for then it was that brutaliz ing forces first overmastered moral worth. Then it was that all lofty ideals and humanizing influences fell before the adrancing tide of luxury and lust of pleasure that afterwards swept in destruction over Roman forum and Roman pride, and, for the third time in the world's history, the brow of Divinity seemed dark with the frown of divine indignation. "His tory," says Montaigne, "is precept teaching by example,'' and that lack of high intent and knowl edge entails death to a nation is the lesson to be learned from this pre cept which has all the force that experience can give and illustra tion demonstrate. Of all sen tient beings, we, in these closing decades of the nineteenth century . have brought to its highest logical conclusion the idea of duty: that which we owe to ethers: that which ought to be done; therefore, that which is right to do. Of course there are many unavoidable errors and shortcomings in our in stitutions. They are unavoidable. There are currents in the streams of time and of national life, that though sometimes broken and temporarily checked, yet turn and doubloon their course with uni- formHfeppwor and tremendous effect. Such currents are flow ing noiselessly 3'et powerfully through our land to-day, and threaten to smother in hideous depths the fair' growth of the cen tury that has passed. To the peo ple who love liberty is to be dele gated the work of turning aside these foul streams that poison the body politic, that truth and justice may prevail and the republic live. It is a difficult task. There are engrafted upon our American sys tem of Government many perni cious features, the bitter fruit ' of blossoms blown to us from across the sea.. But no national calamity is irreparable, for upon . the dignity, courage and manhood of the individual members of the nation rests its perpetuity. Stuart, Texas, Whitman county, The Salem Statesman wants to know if it is the proper thing for a federal officer to draw from the qernment tenddllarsper day on the plea that his family lives fifty miles away from his official head quarters, and asks what should be thought of an officer of the gov ernment that would audit and allow such a charge when the fed eral officer rides on a free pass?
