According to the new Tacoma Ledger, to the eyes of the people of "Washington territory and east ern Oregon, the greatest object in the horizon of promise is the Cas cade division. Not an industry of manufacture, agriculture or min ing, it says, not a builder, mer chant, cobbler or blacksmith; not a worker, or interest of a 113' kind from the British boundary to the Columbia river, and from the Fa eific ocean to the mountains of Idaho, but holds at conservative pace awaiting official announce ment that actual construction has begun. The ! dependent prospective develop ment of the region tributary to the Cascade line of railroad appears to exceed in possibility 3113 actual development by such means with in our experience or knowledge. There is no similar situation aiiy where on the American continent, and perhaps no wheie else in the world, in respect of the. nearness of two such extensive areas ofi country so- divei.se and so rich in their natural- icsourco, the one being almost exclusively an a-ri-Uor cultural legion, with vast prairies ! of fertile soil, and the other, sepa- j rated by only a chain of mountains, lamed the world over for its mag- uificcnt timber, sui passing all the balance of the entire weMein coast of America in the richness and ex tent ol its coal measuies, eclipsed no where else, uneijualed on this coast for the excellence of it.-, iron vos, inviting the miner fiom afar foi iu precious metals. An im mense wheat field needing lumber, coal, iron, pottery; jammed close upon a labraloiy of these neces sities, the two mutually dependent; two which joined would make a whole absolutely independent of the rest of the world. Secretary Kirkwood declines to say what his actions will be in the case of Commissioner French, and nothing authentic is learned as to the cabiilet action in the matter. The steamer Empire caught fire at-her wharf at Oakland on Thurs day. The engine and machinery were damaged. It is estimated that the damage to the steamer is $2,500. It becomes eveiyda3' more plain that there can be no successful in dependent movement iu municipal campaigns. All that is needed to insure republican success is a first class ticket. A great earth slip is progress ing near Siguswen, Switzerland. A large strip of inhabited land is gradually slipping into the lake. Thirteen hundred sheep have been overwhelmed, with theirshephetds, in Canton Grisons. A destructive tornado swept Franklin, New Hampshire, on the 29th, with hail and lightning. Half the windows were shattered, many chimin's overturned and trees and gardens ruined iu a path two miles wide. A Catholic church was moved six inches on its foun dation and much damaged. Against OTcrcro Trains: Steamers. Judge French, the acting secre tary of the treasury, has issued an additional circular to guard against the (langers attcnding the frequent overcrowding of passenger steam ers. This calls the attention of ' collectors and other chief officers of customs, and supervising and local inspectors of steam vessels to the provisions of section 449C, Re vised statutes, defining their duties in the enforcement of the steam boat laws of the United States. In view of the large number of passengers carried on passenger and excursion steamers during the season of summer travel, and the frequent complaints that many carry an excess of passengers over the number allowed by their cer tificates of inspection or excursion j permits, it is desired that the offi cers whose duty it is to prevent such abuses shall give especial attention to the matter and pre vent the overcrowding of such steamers by prosecutions for pen alties, if such action shall be found necessary. The section of law referred to reads as follews: All collectors or other chief officers of the customs, and all inspectors of the several districts, shall enforce the provisions of this title against all steamers arriving and departing. The local inspectors are to detail one-half their force upon each alternate Sunday for duty in the luty vicinity of their home ports for the purpose of ascertaining, by actual count of passengers, if necessary, whether the law is complied with, ; and upon the Fouith of July the whole force will be so employed.
