The Statesman heard a young lady of Salem remark that the reason she was always chewing gum was to show the gold filling in her jaw teeth. With all the fluctuations in jug-iron and axle irrease, chewing-gum-keeps up at the old figures. Having ioined the temperance ranks, and lectured successfully m Oakland on that subject, Calvin B. McDonald is about to leave for Oregon, where he will lee ture upon temperance, under an engage ment with Hon. Wm. It. Dunbar, Chief- templar of Oregon. A bank has occurred in the San Francisco mails again. A correspondent, writing from Tillamook says : "The coining of spring and consequent employment of all par ties that have work to do. have suspen ded operations on the Dockerty road, which" will not be renewed again proba blv before next winter, when it rains so hard that we can't do anything but build roads through the mountains on paper. But our Tillamook poet says: The Dockerty road must go. And so in accordance with the tradi tional poet's license I have no doubt but f bat it will go, nut where. I don't say. Salmon Season Opened. AH the Astoria canneries "but one, and nearly all the canneries along the river, are now engaged in putting up fish, but just what the prospects are for the future it is impossible to state. News from abroad is that a price can not be fixed upon canned salmon until some estimate can be made of the quan tity of salmon in the river. If th& salmon run is to be comparatively small, prices may hold up, but if fish will be abundant the market will be apt to droop. The average number of fish to the boat is thus far small. One boat which returned eigthty-seven one night, the next night caught but two fish. They seem to run in schools this year. Common Council Proceedings. The common council met in regular session at the usual hour luesuav evening. Councilman Gray, President, presiding in the chair. Present Coiincihnen Gray, Hahn, McCann, McGuire, Runey and Shive- Officers present R. H. Cardwell auditor and clerk, W. J. Barry chief of Police. The decree of the circuit court re instating Mr. W. W. Parker as mayor of the city, was read and filed. A resolution was then read, and unanimously adopted, reseating Mr. Parker as mayor, whereupon a com mittee was appointed to conduct him to the seat which was then filled by him and business was proceeded with. A petition from Mr. John Hume asking the right to build a fence on O.lney street, at the terminus of Che namiiB street, was referred. A petition from Mr. Geo. W. Hume asking the appointment of S. !M. Coffin bury as a special policeman without compensation from the cit3T, was read, the petition granted and Mr. Coffin bur3T duly appointed. REPORTS OF COMMITTEES. Committee on fire and water report ed on the heater, etc., for No. 2, and bills were ordered paid. Committee on rules and regulations reported on the opinion of Judge Shat tuck concerning the Olney case, and asked for further time to make final report, which was granted. Committee on health and police re ported on the matter of appointing police on the roadway. Time was given to seek co-operation from upper Astoria. Committee on streets and public ways reported on lamp for Polk street. Laid over. REPORTS OF OFFICERS: City treasurer Ingalls report was read and referred. City Assessor Worsley asked for fur ther time. Granted. Chief Police Barry recommending A. Ginder as special policeman vice Rucker, removed from the city, was adoptcd-and Mr. Ginder appointed. I ORDINANCES PASSED. To amend liquor-license ordinance, making the keeper or agent responsi ble. To provide for the appointment of special police officers. To legalize the action of the council during the late unpleasantness. Defining the duties of superintend ent of streets. ORDINANCES REFERRED. An ordinance to change the names of certain streets passed to the second reading and was referred. An ordinance providing for epxenses of litigation was read second time and referred. TAKING AN APPEAL. A resolution providing for taking steps to appeal from the late decision of the Circuit court relative to the late, unpleasantness, was adopted. COMMUNICATION FROM THE MAYOR. Mayor Parker submitted the follow ing communication respecting city finances, which was referred to the committee on ways and means: To thememhersof the common council of the city of Astoria in regular session, con vened. Gi:xtli:men: The present-indebtedness of the city is about ($20,000) twenty thousand dollars, includingall outstand ing warrants and bonds issued for the. construction of the roadway on "Cedar'5 "East second"' and Hemlock .streets, and for opening West-ninth street and pur chase of lot thereon, and for steam fire engine and lire department apparatus, the purchase of lot for city hall and for the erection of the public building there on. This debt was all, or nearly all. cre ated during the two years immediately preceedingthe current year. In each of those two years the city has levied a special tax of one per cent in addition to the five mill tax author ized by the charter for general purposes. The question will soon come before you of what rate of tax shall be levied for the current year. I think the general judgment and best sense of the city is that the taxation of the past two years is too high to be continued; and "that an effort should be made to get along with the five mill tax authorized by the charter for general purposes. The expenditures and im provements made in the city on ac count of the same, during the said two years, have nearly all been of a perma nent character, such as will last for ten to twenty years; and therefore 1 think it but just and proper that the further judgment for the permanent improve ments aforesaid be extended over sever al years, say five or ten years. In order to do that and at the same time to do full justice to the holders of the citv indebtedness, that indebted ness should be put in a shape to entitle the holders thereof to receive interest at reasonable rate and at stated period, un til the same is fully paid. . 1 therefore recommend that the proper steps be taken for ascertaining the exact amount of the debt of the city,, with a view of putting all that portion now outstanding in warrants at least, into bonds, drawing ten percent perannum, or some other proper rate of interest, running five or ten years, interest pay able every three or six months. I think all holders of warrants will readily ex change them for the bonds. Then pro bably a five mill tax this year will meet the current expenses, and interest on the debt, and give an overplus of two or three thousand dollars to be used in fur ther improving the efficiency of the fire department Respectfully submitted, W. Mr. Barry then nominated Mr. John W. Olsen, whereupon Council man Shively objected, and nominated Mr. J. W. Weber. Vote was taken on Mr. Weber, and was lost. Vote, was then tiken on Mr. Olsen, and lost. Three to three. BILLS ORDERED PAID. Tho ice-cream festival, given in aid of the Catholic church of this city, by the ladies of the church, at Metropolitan hall, was quite well attended, and netted a verv handsome sum for the purpose for which it was intended. The ladies having it in charge desire to publicly thank the partici pants who so liberally aided them in making it a success, and particularly Air. C. II. Stockton, for the free uso of the hall, and Lambert's brass band for their attendance and music furnished. The netproeeeds amount to overSGO 00. We think the lady managers also deserve a vote of thanks for the kind manner in which visitors were entertained, but they do not wish us to make special mention in their behalf. About the Expenses. Astoria, April IGlh. Some time since the inquiry was made as to where the expenses of the council's impeach ment would fall and one o the council-1 men repueti uirougn uie papers umi cit izen need not be alarmed, as no bills had been presented. At the last meeting of the council four of the members voted to saddle onto the taxpayers of Astoria S50 to pay the attorneys of the council men in the impeachment case, although the court decided that they had no au thority in the premises. It would seem Citizen didn't err much "when he inti mated that the councilmen were very full of public spirit when they could pay with other people's money. Citizen.
