In the letter of Senator Blaine in reply to reflections made by William Lloyd Garrison upon senators who voted for the bill res tricting Chinese immigration, pub lished in the !New York Tribune on Monday, calmly and forcibly reviewing the whole question, and conclusively justifying his vote, we find one paragraph, which is as follews: The talk about China closing her ports to our trade is made on ly by those who do not understand the question. Last year the total amount of our exports to all China ports outside of Hongkong was but 6092,000. I have called Hong kong a Chinese port, but every child knows that it is under Brit ish control, and if we were at war with China to-day Hongkong would be as open to us as Liver pool. To speak of China punish ing us by suspending trade is only the sujnrestion oi aense ignorance. We pay China an immense balance in coin, and probably we always shall do it but if the trade ques tion had the importance which some erroneously attribute to it I would not seek its continuance by per mitting a vicious immigration of Chinese coolies. The Bristol mer chants cried out that commerce would be ruined if England per sisted in destroying the slave trade, but history does not record that England sacrificed her honor, bv yielding to the cry. We hope that his answer will be read by every person in the land capable of putting a proper construction upon the English I&mruaoe. The above is but one of the many points which he makes -ia Ins letter. Southern Claims. We aTe -surprised to see the southern press so -"firey" because Mr. Bragg, a democratic member of the' house of representatives took occasion to make the remarks which he did recently in debate upon the southern claim business. 'The Charleston News goes for him after the style of a mad man. Among other .things it says: Such a blunder could only have been committe& by a man so blind ed by prejudice as to be incapable of discerning the truth, or even Siis own paTty interests. And further remarks that, of the 'claims, etc., In ninety-nine cases out f a hundred the claimants are traitors, spies or liars, and there is mo ex cuse for the southern democrat advocating them, except that the money will indirectly benefit his .section by being spent here. Looking at this anatter from an independent standpoint, such as The Astoeiax occupies, being sieither bound by party ties nor sectional prejudice, we consider -that Mr. Bragg is entitled to credit from the honest side of the south ern confederacy for having stirred up these questions so that they may be disoussed and fairly under stood. A few days since we copied .a sensible article from a Georgian paper upon the subject, and in the Vicksburg Herald of the 24th ult. we find the follewinjr: As to getting money out of the treasury, whatever we are justly entitled to we want. We won't quarrel about the claims of so called southern loyalists; but we YH quarrel with Mr. Bragg and Other northern men -of .both parties if we do not soon secure some sort of an equalization of -Rational aid. We claim that the north has re ceived a trtidue share of national aid, and that .now it is but justice for some Hfctle help to be extended to the crippled south. For hun dreds of reasons that have been given hundreds of tin&es, we want help to build a railway across southern soil to the Pacific. Be cause it is just and proper we want help to improve the navigation of the Mississippi river and to reclaim the Mississippi valley. The south asks these things not as abeggar, but because she believesshe is entitled to them. If Mr. Bragg and other northern democrats are so opposed to these measures of justice as to refuse them with a snub, they must not be astonished if leading southern men seek them through other party affiliations. Suit to ba Commenced. The Bee is informed that the charges of the investigating com mittee against ex-Secretary Chad wick, are to be tested in the courts at no distant day, as a suit is to be brought in the name of the state against him for the delinquencies charged in the report. This is of course the way to settle the matter to the satisfaction of the public, and if any vindication can come to Secretary Chadwick it must be gained in this way. If the courts exonerate him he will be above attack, and until they do, no vindi cation can avail. The public will await the issue of this trial with interest. NEW ADVERTISEMENTS. MES. J.
