'Tho Timber-land Law.
Secretary Scburz is of the opin
ion that the acts passed at the last
session of congress, with reference
to timber lands in Colorado, Ne
vada and territories, and for the
sale of similar -lands in California,
Nevada, Oregon, and "Washington
territory, are calculated to hasten
'the destruction of 'forests in the
states and territories natnfed. rather
-than to support them, as the sup
'porters'of the respective acts de--clared
their purpose to be at the
'time of their passage. "With re
gard to the act relating to the Pa
cific states and "Washington terri
'tory, he agrees with the commis
sioner of the general land office
that the lands otierht not to be
-,
sold, but only the timber upon
'them, and thdt the price is alto
gether too low, as some of the
'lands are worth from five to fifty
dollars an acre. The penalty of
2 50 per acre for tresspassers is
inadequate, and invites, more than
restrains, parties for trespassing.
'The secretary -thinks the two acts
'ought to toe repealed, or very ma
terially amended, as they are in
the interest of the speculators, and

Mechanics.
Not only does the universal
Yankee nation beat the world in
the multiplicity of its machinery,
but in the manual dexterity of its
mechanics. A noted Swiss watch
manufacturer says that the Amer
ican can work over three times as
fast as rlhe average European
'workman. An 'English manufac
tur6r of stamped tinware over here
centennial -year saw some patent
presses that pleased him. 'He took
some home ar:d set them tp hi his
own shop, but his operators were
'not quick -enough to use them,
even with the aid of two boys each
to help handle the blanks, and 40
out of every 100 times the die de-
scended it vas not fed. Indeed,
it is a common experience that our
inost-successful machines are often
'failures abroad simply because they
arc too fast for the workmen of
other countries. lM:cir operations
' arc gauge'd by the 'average capaci
ty of American artists, and for-
, eign operatives fail to keep up
with them. Mr. Bell, of telephone
fame, who has lately been visiting
England, has an opinion' of 33rit-

their predecessors. They are- ab
'. solutely incapable of calculating
any new design without the most
1 laborious oversight from the in
ventor; and their masters, instead

shops, and 'charging the most

mental work, avowedly because
'they don't want such kind of
werk: it srives mere ' trouble than
it is worth, and if you -must have
: new things made you must expect
to pay for them.'"

People complain of hard limes,
. of financial depression, of the difli-
culty of 'meeting individual -and
national indebtedness. Do they
stop to think 'of the prime cause of
"this financial Repression of the
ijgreat waste -of -mony and time in
the maintenance of the monster
evil. In this country alone there
is wasted annually on liquors the
sum of $735,000,000, not to men
tion the idleness, the opportunities
wasted, the homes made desolate,
and the souls blighted with the
terrible curse. Then look at the
nations across the sea England,
France, Germany and the rest.
Russia alone derives an annual in
come of 180,000,000 from the
traffic of rum, and Russia is Yast
becoming a nation of drunkards.
But, friends, this is tiot all. See
the terrible effect upon the educa
tional, moral and religious interests
of the world. Of all the curses
combined I know of nothing that
could compare with this blight of
intemperance. 'It is the deadliest
foe we have" to 'contend with, neu
tralizing as it does the good influ
ences, effectively destroying the
good resolutions that may have
been formed, and causing a fearful
demoralization generally of the
moral sentiments.

to borrow his neighbors paper. And the
neighbor have courage "bnough to reply :
"I would as soon ''one you my tooth
brush;' to have a party imagine that
he pan do as much business without ad-vertihing-as
he can with it; to look at
the blank astonishment that settles
down on that man's face when, after
trying a month, he finds tlutt it cannot
be done : to see a man refuse to take his
local paper and all the time sponge on his
neighbor for the use of his: to hear a
man comnlain when avc ask him to sub
scribe for his home paper, that he takes
more papers now than he can read, and
then go around and borrow lnS neigh
bors or loaf about him until begets the
news from it; to see a man run down
his home paper as not worth taking, and
every now and tht n beg the editor for a
favor in the editorial line; to see a man
refill-to advertise in a home paper,
and then try and get a share of trade
that the paper, is instrumental in bring
ing to his door; to see a man who h able
to "pay for his local payer, always man
age to be around in time to read it at the
expense of a friend not worth the tenth
part of what he himself is, it looks so
economical, thrifty, and progressive,
you know.
