F. FEKltELL, City Sexton. Astoria, Oregon, Sept. 20. 1877. MOTICE TO SHIP MASTERS. The undersigned respectfully desires to inform 3Iastera of vessels entering the port of Astoria that there actually exibt such as real live steve dore right here at Abtoria. without their being obliged to travel a hundred miles up tho river to find one. and in the end be compelled to take the man particularly pointed out to them by tho Port land ring whether agreeable to the Captain or not, take him he inust. I remarked vhey were com pelled to take the man pointed out to thein and I repeat it: for, the shipmasters oucc in the &ancto rium of the Portland ring has no choice but pa tiently to submit to tho one man concern. It is a well known fact that stevedore. trills con btitute one of the principal iteiut of ships bills in all commercial perts: but under the present sys tematic arrangements of the Portland ring mana gers, the Captains opinion on that subject, there. ih never called into question or consulted, every precaution being studiously taken, and every avenue to approach tho Captain on that subject by outsiders being zealously guarded by the toters and wire-pullers of the nngleaves no alternatives, but, for the Captain submissively to accept the conditions held out by them. ' But I will hero take the liberty to state, for the special benefit of ship Masters, and I am ablo to prove my assertion, that I can save to any ship Captain or owner the round sum of three hun dred and four dollars in LJ. S. gold coin, on every 1.01CJ tons of wheat or llour that maygoiuto their uips here at Astoria, and if ship Masters chose to accept my proposition, I'll guarenU'O the best sat isfaction at figures proportionally nominal com pared to Portland rates. Under tho present system of employing steve dores at Portland the Master of a ship is com pletely at the mercy of the consignee agent or charter-party, who makes it thoir business to point out their man Jack, and the Captain :is of necessity compelled to accept the conditions neld out by them, the utmost c.iro being taken and tender solicitude exhibited towards the Captain, in order to guard and protect him from all dan ger of approach or contact with, outside parties, ior fear of opposition, as from an epidemic, ho is jjover for a moment lost sight of by the toters and lmttou-holers of the ring, from tho moment he ts foot on terra linna. until he's got his clear ance in lr.Sjpofcket and on his'wayouc.
