SIUSLAW NEWS | SATURDAY, APRIL 25, 2020 | 5A Oregon Department of Revenue expands tax filing, payment extensions The Oregon Depart- ment of Revenue today an- nounced an expansion of the types of tax returns for which filing and payment deadlines have been ex- tended due to COVID-19. The director of the De- partment of Revenue has issued Director’s Order 2020–02 exercising her le- gal authority, during the COVID-19 state of emer- gency, to order further ex- tensions for 2019 tax year filing and payment due dates for certain affected taxpayers as indicated be- low. As part of these relief initiatives, the department is also temporarily modi- fying some of its collection processes for individuals and businesses in Oregon. For personal income, transit self-employment, estate, partnership, S-Cor- poration, and corporate excise/income taxpayers and filers: • The Oregon return filing due date is automat- ically extended until July 15, 2020 for any returns due on or after April 1, 2020 and before July 15. • The Oregon return filing due date is automat- ically extended until July 15, for any returns with a valid six-month extension period ending on or after April 1, 2020 and before July 15. • The Oregon tax pay- ment deadline for pay- ments due with the tax year 2019 tax return is automat- ically extended to July 15. Corporate excise/income or personal income tax re- turns required to be filed with regard to an estate or trust pursuant to ORS 316.267 to ORS 316.317 are also eligible for this relief. Fiscal year returns and related payments due after July 15, 2020 are not ex- tended at this time. Revenue Director’s Or- der 2020–02 also provides a temporary extension of the time to submit written objections or requests for a conference and issue notic- es as follows: • The deadline for fil- ing a written objection or request for a conference with the department af- ter issuance of a Notice of Deficiency, Notice of Pro- posed Refund Adjustment, or Notice of Liability is extended to 90 days after the date on the Notice of Deficiency, Notice of Pro- posed Refund Adjustment, or Notice of Liability. This provision applies to deadlines for filing a writ- ten objection or request for a conference that expire on or after April 1, 2020 and before July 16, 2020. • The period within which the department may issue a Notice of Assess- ment, Notice of Refund Denial, or conference let- ter affirming, canceling, or adjusting the Notice of Liability is extended to 14 months after the date on the Notice of Deficiency, Notice of Proposed Refund Adjustment, or Notice of Liability with regard to a written objection or con- ference request received within the 90-day period allowed under this order. Appeal timeframes to the Oregon Tax Court from a final notice or ac- tion of the department are not changed by this order. Additionally, this order provides a temporary ex- tension of time to request certain refunds and issue notices. • The deadline for fil- ing a claim for refund is extended to July 15, if the deadline for filing the claim for refund otherwise would have expired on or after April 1, 2020 and be- fore July 15, 2020. Finally, this order ex- tends the deadline for fil- ing an application with the county assessor for prop- erty tax deferral for tax year 2020–21 under ORS 311.672 to June 15, 2020. Regarding collections Taxpayers should not skip or reduce current pay- ments. Those who are un- able to pay their debt in full can resolve outstanding debt and avoid automated collection by arranging a payment agreement with the department. Those un- able to comply with their existing payment agree- ment between now and June 30, 2020 can request a modification to their pay- ment plan by calling the department at least five business days before their payment due date. By law, interest will con- tinue to accrue on any un- paid balances. The department has taken temporary steps to reduce automatic gar- nishments. Taxpayers can request a temporary hold on wage garnishments by contacting the department before June 30. Siuslaw News + Office of State Fire Marshal extends rules allowing for self-service gas to May 9 The Office of the State Fire Marshal is extending a temporary rule change that allows Oregon gas stations to provide self-service on a voluntary basis, in order to address shortages of work- ers experienced by gas re- tailers statewide. The rules change was first announced on March 28 and then extended on April 11 to April 25. Friday, State Fire Mar- shal Jim Walker extended the deadline another two weeks, through May 9. “We want to thank Ore- gonians and Oregon busi- nesses for being flexible during these challenging times,” said Walker. “As we continue to monitor this ongoing situation, we feel it is best to extend this op- tion for an additional two weeks.” The extension of the change will still allow sta- tion attendants to help cus- tomers while avoiding face- to-face and hand-to-hand contact. It also continues to en- sure physical distancing measures are in place. At- tendants will continue to sanitize station equipment and fuel nozzles and assist customers with their refu- eling as needed. Self-service is not man- datory. Unattended self-service is permitted when a gas station owner exhausts all staffing options. Stations that do not have an attendant on duty are still required to post safe- ty signs for physical dis- tancing and instructions showing customers how to operate a fuel pump cor- rectly. This extension of the self-service rules change has not affected areas of the state that were already authorized for self-service refueling under state law. Mapleton man shot, injured Thursday during dispute Shortly after 2 p.m. last Thursday, April 23, Lane County Sheriff ’s Office deputies responded to a home just north of Ma- pleton after a report that a man had been shot in the hand during a dispute with someone known to him. The man had been tak- en to the hospital. Deputies responded and were in immediate contact with the other male involved in the dis- pute. As of press time Friday, the investigation was still ongoing.
