KRAUSE—Harlan Jay Krause, 82, of Florence, passed away Oct. 18, 2018, of age-related causes. Harlan was born July 10, 1936, in Bowdle, S.D., to Sam Fred and Agnes (Merkel) Krause, the eldest Oregon consumers warned about survey scam SALEM — The Oregon Department of Consumer and Business Services has issued a cease-and-desist or- der against Helen Kyung Lee and Joany Inc., also known as Impact Health Inc., for forg- ing consumers’ signatures on insurance documents, which violates the Oregon insur- ance code. The department, through its Division of Finan- cial Regulation, is pursuing fines and seeking to revoke the licenses of Lee and Joany Inc. Lee and Impact Health Inc. offered consumers a $50 gift card for filling out an insur- ance survey through either Facebook or Craigslist. The survey required consumers to provide a copy of their health care identification card with a valid effective date and mem- ber number. Lee, or represen- tatives of Impact Health Inc., then forged consumers’ sig- natures on a form that identi- fies the consumers’ insurance agent, also known as an agent of record form. This allowed Lee to receive commissions from insurance companies without the consumers’ con- sent or knowledge. Approximately, 1,600 Or- egonians completed the sur- vey in 2017, and more than 900 agent of record forms were filed as a result. The di- vision has attempted to con- tact several consumers who filled out the survey. At least 12 have confirmed that their signatures were forged, and that they did not ask Lee nor Impact Health Inc. to be their agent. The division wants anyone that filled out a survey from Impact Health Inc. to do two things: Contact your insur- ance company to confirm it has the correct agent on file for you. If you filled out the survey, but do not have an agent, confirm that your in- surance company does not have one listed for you. Oregonians who learn that the agent of record is not correct, contact the division’s consumer advocates at 888- 877-4894 (toll-free) to report it. of two boys. Later, they moved to Ore- gon and eventually settled in Mapleton. Harlan graduated from Mapleton High School in 1954. Af- ter grad- uating, he was hired at David- son Indus- tries. He served in the U.S. Harlan Krause Army for two years and was posted overseas in South Korea in the demilita- rized zone. He then returned to employment at Davidson Industries and worked there supervising all sawmills un- til retiring in 1984. He loved sleek, fast cars and drag raced through his late 20s. He was well known in the local racing circuits. In 1961, he met Lois Es- ther Smith. They had three daughters: Rachelle, Sonja and Dione. They enjoyed family excursions, touring the United States by auto, and snow skiing on week- ends. He and Lois enjoyed trav- eling together and had many memorable oversea trips, sometimes with his work colleagues. Harlan was very mechanically inclined and enjoyed learning. He obtained a pilot li- cense and kept up with new technology, including how to program computers. His family felt he could fix any- thing. Lois preceded him in death in 1992, after a long battle with cancer. Harlan remarried in 1993, and they eventually moved to Florida because they en- joyed the tropical climate. His second daughter, Son- ja Brus, preceded him in death in 2017. His second wife, Sharon, preceded him in death in January of this year. He moved to Florence early this year. This enabled family and friends to be able to visit him frequently. Harlan is lovingly re- membered by those who survive him: his brother Morris (wife Gayle) Krause; daughters Rachelle (hus- band Kim Campbell) and Dione (husband Jeff Young); nine grandchildren, two great-grandsons, five niec- es and nephews, and many friends.
