He must pay $475 in fines and not contact or be in or about the residence or place of employ- ment of the victim. Joseph Quinten Holtsberry pleaded no contest to Criminal Trespass and Theft and was sentenced to two days in the Florence City jail. Timothy Williams Nichols Judd Logan Browne Beloved husband, father, brother, grandfather. Judd was born June 8, 1940, in Portland, Oregon to parents Walter Paul & Irma Lorraine Browne. He enjoyed life to its fullest with his dear wife , Patricia, to whom he was joyfully married for the last 31 years. pleaded no contest to Criminal Trespass. Nov 21 Christian Elizabeth Cropper pleaded guilty to Theft and Criminal mischief and was sentenced to 10 days in the Florence City Jail. She must pay $730 in fines and not con- tact or be in or about the resi- dence or place of employment of the victim. Tyler Preston Scott pleaded no contest to Disorderly con- duct. He must pay $600 in fines and not contact or be in or about the residence or place of employment of the victim. Brandon Scott Nivilinszky pleaded no contest to Harassment. He must pay $550 in fines and not contact or be in or about the residence or place of employment of the victim. David Orville Ray pleaded no contest to Harassment by sexual contact. OBITUARY BALFOUR—Ifa Chapman Gibbs Balfour, 87, formerly of Florence, died Oct. 17, 2017, in Springfield, Ore. Ifa was born Sept. 15, 1930, in Richland, Ore. She grew up and attended school in Richland, until moving to Hood River in 1942, where she graduated high school. She mar- ried Steve Gibbs in Hood River Oregon in Ifa Balfour 1948, later settling in Springfield. They had two sons and later divorced in 1980. Ifa eventually married Marcus Balfour in Florence, and they were happily married 11 years until his death. Ifa was a fourth-generation Oregonian with pioneer roots in both Baker and Lane coun- ties. She took great pride and interest in her heritage as a descendant of the Masterson Family, who travelled the Oregon Trail from Lexington Kentucky to settle in Springfield and northeastern Oregon, including Wallowa, Joseph and Richland. She had a vivid, creative memory and loved to tell sto- ries from her childhood and about her grandparents’ and great grandparents’ lives in the early 1900s. She is preceded in death by her father, Merton Chapman; her mother, Geneva Jones Bergam; and her brother, Harold Chapman. She is survived by her brother Everett “Bud” Chapman of Woodburn; her son, Steven Robert Gibbs (m. Tena Gibbs) of Springfield; her grandsons: Jackson Gibbs of Corvallis and Peter Gibbs of Victoria, B.C.; and her son, Roderick Eugene Gibbs (m. Caroline Le Guin) of Oregon City. Judd grew up in Molalla, OR and graduated from Molalla High School. He was preceded in death by his parents, step-father John Eller “Johnnie” Howitt, sister Judy Stipp and mother- in-law Phyllis Purdon. Judd studied Education at the University of Oregon, where he also played football for the team from 1957-1959. He paused his education in order to serve in the United States Army from 1960-1962, where he served with ‘Honorable & Faithful Service’ for the 101 st Airborne division out of Fort Campbell, Kentucky. He was decorated with a Medal of Good Conduct, Parachute Badge, and Expert Rifl e Badge. He then continued his studies at Oregon College of Education, in Monmouth, OR where he received his Bachelors and Masters degrees of Education. He received his Masters of Education Administration from the University of Oregon and was awarded a State certifi cate of outstanding educator of the year. He taught school for 2 years before becoming one of the youngest principals in Oregon. He lived and worked in Florence, OR for the next 40 years, including service as the Principal at Siuslaw Junior High & Middle School from 1971-1989 and Principal at Rhododendron Elementary school from 1989-1999. * get tickets early for the best seats! great discounts for kids! * Judd was part of the founding eff orts of the Florence chapter of Big Brothers, Big Sisters organization and believed all children deserve a chance for success, happiness and a caring adult in their lives. He cared deeply for the students and children he served over the years, and the people he worked with. He enjoyed living on the Oregon coast hunting in the forests for big game, ducks and pheasants. Lake sports and all kinds of fi shing were hobbies he loved to share and do with family and friends. He and Pat enjoyed cooking together and would oft en drop by the fi shing docks to pick up fresh tuna, salmon and sea bass. Patricia Ann is his soulmate, and eternal love of his life. Th ey retired together to Bend, OR where they loved hiking the trails along the Deschutes river and local lakes and streams. Th ey travelled to destinations near and far, created many lasting memories with family & dear friends. Judd’s incredible sense of humor and kind, warm personality will be deeply missed by his wife Pat Browne, Bend, OR; daughters Annette (Tom) Bruce, Pebble Beach, CA and Jessica (Jim) Farnsworth, Spanish Fork, UT, 7 grandchildren, 9 great-grandchildren, and his innumerable friends. A celebration of life will be planned and carried out in Bend at a future date.
