PUBLIC NOTICE OF BOARD MEETING
An Executive Session of the Board of Directors of Central
Lincoln PUD will be held at 10:00 a.m. on Wednesday, No-
vember 15, 2017 at Central Lincoln’s Northern Operations
Center located at 7501 NE Avery St. Newport in accordance
with ORS 192.660(2)(i) “to review and evaluate the employ-
ment-related performance of the chief executive offi cer”.
This will be followed by a regular Board meeting where the
Board will review its governance policies and consider a res-
olution to modify certain policies and add new information,
consider approval of a dark fi ber lease, hear a presentation
on the utility’s FY17 Audit, review a report detailing Central
Lincoln’s property tax payments, hear a status report on the
utility’s energy effi ciency programs, discuss health care ben-
efi ts & board compensation and conduct other business as

ADVERTISEMENT FOR BIDS
Sealed bids for the City of Florence City Hall Remodel &
Addition will be received by the City of Florence until the
bid closing time of 2:00 P.M., Pacifi c Time, Tuesday, Decem-
ber 5, 2017. Bids to be delivered to City of Florence City Hall
250 Hwy 101, Florence, OR 97439, and then publicly opened
and read aloud immediately after the deadline for submis-
sion of bids. Bids received after the abovementioned time
and date will not be considered. Bidders must submit a fi rst-
tier subcontractor disclosure form to the City of Florence at
the above address, within two working hours of the time
for receipt of bids in accordance with ORS 279C.370. Bids
submitted prior to bid opening date are to be delivered to
the above address, Attn: Megan Messmer, City Project Man-
ager. The envelope must be clearly marked: “BID FOR CITY
OF FLORENCE CITY HALL REMODEL & ADDITION”.
.The project contemplated and to be awarded under a
single contract consists of remodel and addition to the exist-
ing City Hall Building. Base Bid work primarily consists of an
approximately 8,020 square foot remodel of the Main Floor
and Lower Floor, and an approximately 2,410 square foot
building addition for a total project area of 10,430 square
feet. Alternate Bids include Basement Offi ce Area remodel,
removal of a guy wire pole adjacent to the building, re-roof-
ing of existing building (metal roofi ng and single-ply roof-
ing), replacement of windows and siding at the east side of
the building, site replacement (retaining walls, stair, ramp,
and walk) on the east side, and other related work as shown
in the Contract Documents (Project Manual and Drawings).
Refer to Drawings, Section 01-1000 - Summary of Work, and
Section 01-2300 - Alternates, for Details.
A Mandatory Pre-Bid Conference and Walk-through will
be held Thursday, November 16, 2017, 10:00 a.m. General
Contractors are required to attend to qualify to submit a bid.
All interested parties shall meet on site at the City of Flor-
ence City Hall Lobby, 250 Hwy 101, Florence, OR 97439. Con-
tractors and subcontractors are encouraged to familiarize
themselves with the bidding and contract documents prior
to the walk-through.
Bidding and Construction Documents for this Work,
including Instructions to Bidders and Bid Form, may be
examined at the offi ce of HGE INC., Architects, Engineers
& Planners, 333 South 4th Street, Coos Bay, Oregon 97420

One set of the Bidding Documents (including Drawings
and Specifi cations) may be obtained by General Contrac-
tor/Prime bidders from HGE, INC., with a refundable deposit
of $100.00. Deposit made upon procurement of drawings,
specifi cations and contract documents will be refunded
upon return thereof in good condition no later than bid
opening date. PDF digital copies of these documents are
also available via HGE, INC.’s website at http://www.hge1.
com/open-to-bid/. General Contractors are encouraged to
contact HGE, INC. by phone or email, and register their inter-
est in submitting a bid and to be included on the architect’s
plan holders list. Addendums and other critical informa-
tion will be forwarded to all persons on the architect’s plan
holders list. Subcontractors can obtain access to a pdf digi-
tal copy via the Architect’s website. Individual sheets and
specifi cation pages may be purchased for the cost of repro-
duction: Drawings $2.00 per sheet; Specifi cations $0.25 per
page.
Work included in this project is for public work subject
to ORS 279C.800 to 279C.870 relating to Prevailing Wages.
Bidder’s attention is directed to the requirements of em-
ployment and minimum wage rates to be paid. No bid will
be considered or received by the City of Florence, unless
the bid contains a statement by the bidder as part of its
bid that Contractor agrees to be bound by, and will comply
with the provisions of ORS 279C.840 relating to Prevailing
Wages. Before starting work on this Contract, Contractor
and all subcontractors must have on fi le with the Construc-
tion Contractors Board a Public Works Bond in the amount
of $30,000.
Each bid will contain a statement as to whether or not
the bidder is a resident bidder as defi ned in ORS 279A.120.
No bid will be considered unless the bidder is registered
with the Construction Contractors Board as required by ORS
701.035 to 701.055. Bidders on this work must not be on
the BOLI list of contractors ineligible to receive public works
contracts.
No bid will be received or considered unless fully com-
pleted in the manner provided in the “Instructions to Bidders”,
upon the offi cial bid form provided by the Architect within
the Project Manual, and accompanied by a surety (bid) bond,
cashier’s or certifi ed check executed in favor of City of Flor-
ence, in an amount not less than ten percent (10%) of the
total amount of the bid. Bid Bond is to be forfeited per ORS
279C.385, as fi xed and liquidated damage should the suc-
cessful Bidder neglect or refuse to enter into a contract and
provide acceptable insurance certifi cates, bonds or other
required documents for faithful performance of the work in
the event Bidder is awarded the Contract.
The City of Florence may reject any bid not in compli-
ance with all prescribed public bidding procedures and re-
quirements, and may reject for good cause any and all bids
upon a fi nding by the City of Florence that it is in the public
interest to do so. No Bidder may withdraw or modify its bid
after the hour set for receipt of bids, and thereafter until the
lapse of thirty (30) days after the bid opening.

Formal sealed bids will be received by the Purchasing
Department of Central Lincoln People’s Utility District (the
“District”) at 2129 North Coast Highway, P.O Box 1126, New-
port, Oregon 97365 until 2:00 p.m. on December 7, 2017 and
not thereafter, for the following:
Contractor to provide general construction services for
the remodel of the District’s Southern Operations Center, lo-
cated at 966 Highway 101, Florence, Oregon. Work includes
remodel of certain interior offi ces, expansion and improve-
ment of storage yard paving, construction of new tool stor-
age room, remodel of existing restrooms and locker room,
improvements to outside front access, replacement of HVAC
units, access control system, upgrade of interior lighting, and
limited seismic retrofi t measures. The Bid Opening Time will
be immediately after the deadline for submission of bids.
Bids will be opened at the above location.
Bids are required for the entire work described in the
Bidding Documents. Each bid must be submitted on the re-
quired form and be accompanied by a bid security in the
form of a bid bond, irrevocable letter of credit issued by
an insured institution as defi ned in ORS 706.008, cashier’s
check, or certifi ed check, payable to the Central Lincoln Peo-
ple’s Utility District in an amount not less than ten percent
(10%) of the amount of the bid including additive alterna-
tives if any.
Copies of the fi les containing the Bid Documents may
be downloaded by any interested bidder, subcontractor,
or supplier on or after 10:00 a.m., November 8, 2017 by
going to the Architect’s File Transfer web site at https://
fx.pivotarchitecture.com. A screen will open with PIVOT Ar-
chitecture in upper left and a dialog box titled “Newforma
Information Exchange”. In the dialogue box enter your email
address under Username. Enter anonymous for the pass-
word. From there follow the links to [Central Lincoln PUD
Southern Operations Center]. This will lead you to a list of
bid documents. It is the responsibility of the Bidder to check
the web site regularly for addenda that may be issued dur-
ing the bid period.
Electronic copies of the Bid Documents may be provided
to regional plan rooms. Bidding Documents may also be ex-
amined at the District’s Southern Operations Center, located
at 966 Highway 101, Florence, Oregon. Interested bidders,
subcontractors, and suppliers may obtain printed sets by
paying the cost of reproduction, which is not refundable,
through Central Print and Reprographic Services, Eugene,
Oregon.
Prevailing wage rates for public works contracts in Or-
egon are required for this project. No bid will be received
or considered unless the bid contains a statement that the
Bidder will comply with the provisions of ORS 279C.800 to
279C.840 regarding the payment of prevailing wage.
All Bidders must be “Equal Opportunity Employers” and
comply with the appropriate provisions of state and federal
law. In regards to Worker’s Compensation, all bidders shall be
required to comply with ORS 656.017.
A Non-Mandatory Pre-Bid Conference will be held at
1:30 p.m. on November 16, 2017, at the District’s Southern
Operations Center at 966 Highway 101, Florence, Oregon,
to tour the site and answer questions regarding the project.
Each bid must include a statement by the Bidder as to
whether the Bidder is a resident bidder under ORS 279A.120.
The District may reject any bid that does not comply
with all prescribed public bidding procedures and require-
ments, including the requirements to demonstrate the bid-
der’s responsibility under ORS 279C.375(3)(b). The District
reserves the right to waive informalities, and for good cause
to reject any and all bids after fi nding that doing so is in the
public interest.
No bid will be received or considered unless the Bidder is
licensed by the Construction Contractor’s Board for the work
on the project.
Each Bidder must submit a disclosure of fi rst-tier sub-
contractors supplying labor or labor and materials within
two hours after the date and time of the deadline when bids
are due, in accordance with ORS 279C.370.
