Social media and an in- crease in overall visibility of offi cers’ actions place them under increased scrutiny, and may have fueled disconnect between law enforcement and the communities they protect. According to a Gal- lup survey, only 58 percent of whites and 29 percent of African Americans trust po- lice offi cers, up slightly from the lowest point it reached in 2015. Recent incidents with minorities and limited com- munity presence may con- tribute to the lack of trust. Understanding the ef- forts police departments un- dertake to prevent crime is especially important as the United States Congress in 2009 designated March as National Criminal Justice Month. The month is meant to promote societal aware- ness of the causes and conse- quences of crime and better help civilians understand the strategies to prevent and re- spond to it. Many experts be- lieve a return to community- oriented policing (COP) and an emphasis on soft skills for offi cers could help police departments make strides to- ward rebuilding community trust. Daniel Barry is one expert, who says police de- partments need to make a shift in philosophies. In fact, offi cers with two- or four- year degrees used physical or verbal force 56 percent of the time when making an arrest, compared to 68 percent for those with only a high school education. Moreover, police de- partments should focus on educating offi cers on tech- nology and encouraging so- cial media use. According to a Pew Research survey, 44 percent of offi cers rated their agencies use of social media as “fair,” and fewer than one in 10 rated it as “excellent.” Despite a lack of understand- ing and budget cut restraints, social media can be a help- ful tool to enhance a depart- ment’s reputation and quick- ly spread information. Barry says initiatives like these go a long way in improving com- munity relations. “People need to under- stand that COP and soft skills are a philosophy, not a style of policing,” Barry said. “We live in a more connected, more exposed world. Police departments need to embrace efforts to be more involved with the communities they serve.” Police departments are in fact transitioning back to a COP philosophy. Traditional policing has historically tak- en a reactionary approach, responding to crime after it occurs, which could make individuals feel unsafe. With COP, offi cers are proactively engaged with community members to address immedi- ate concerns and stop crime before it occurs. Programs such as D.A.R.E. and bike patrols were examples of successful past COP initia- tives. Today, COP initiatives include expanding social me- dia presence and becoming more active in community projects. Soft skills and training on how to best de-escalate a situation are key focuses for police departments.
