6 A SIUSLAW NEWS ❚ WEDNESDAY, DECEMBER 21, 2016 Local program recognizes art students nationwide Siuslaw middle and high school students have joined forces with Florence artist, River Gallery owner and TR Hunter Realtor Jan Jagoe to promote her endangered species project, which awards $1,000 scholarships to high school art students nationwide. Alicia Hoxie of Reno High School in Reno, Nev., received a $1,000 art scholarship in November for her charcoal, pencil, watercolor and pastel drawing of a Mount Charleston Blue Butterfly. Zoey Zhao from Tucson, Ariz., received a scholarship in May for her colored pencil drawing of a baby Ocelot. Brooks Jones from Salt Lake City, Utah, received a scholar- ship in December 2015, for her pen and ink drawing of a south- western Willow Flycatcher. Jordan Merz from Bonners Ferry High School in Idaho received a scholarship in May 2015, for her graphite and char- coal drawing of a Woodland Caribou. Paris Meyers, from Albany, Ore., received a scholarship in December 2014 for her water- color of a humpback whale. Pictures of winning artwork are posted online at www. bethewhale.com. The endangered animal cho- sen for Washington State will be announced in January, 2017. The Siuslaw School District receives 10 percent of the fund- ing received by the “BE The Whale” project. The funds will be distributed to classroom teachers and staff to buy class- room supplies. In addition to 10 percent of the GO Fund Me account going to the Siuslaw School District, a portion of all proceeds will be donated to various endangered species projects. In other business, the council approved accepting a $125,000 grant from the Department of Justice Community Oriented Police Services (COPS) to par- tially fund a school resource officer (SRO) for Siuslaw School District. Project Manager Megan Messmer said, “We have had one in the past, but we haven’t had one in recent years due to needing to find room in both the city budget and the school district’s budget.” According to Messmer, the COPS grant will help fund the position for three years. The Reynolds from 1A salary, bringing Reynold’s annual base salary to $117,780. Council vice president Ron Preisler said, “Interim City Manager Larry Patterson couldn’t believe how much the four-year agreement requires the city and school district to fund 100 percent of year four. The grant will cover approxi- mately 42 percent of the first three years. The resource officer will be a city employee. Total cost of the four-year program is estimated to be $572,087. The city’s cash por- tion is estimated to be $71,417. City administrative and over- head costs are estimated to be $152,126. The council also authorized city staff to sign an intergov- ernmental agreement (IGA) with Siuslaw School District to establish a working under- standing of how the city and district will cooperate during the four-year program. According to the IGA, the goals of the SRO are staff had accomplished this past year, which is kudos to (Reynolds).” Henry said that of the 155 items on the city’s 2016 work plan, 101 items were marked complete and 53 are longer term and ongoing, and only one was cancelled. 1. Reduce criminal offenses committed by juveniles and young adults The council also agreed to amend the city’s ordinance on dog licensing. Interim Finance Director Andy Parks said, “You are gen- erating approximately $1,500 to $2,000 per year for the past several years. That is coming from (licensing) 200 to 250 dogs. We have approximately 2,600 dogs in town. Less than 10 percent are being licensed.” Parks said the city was los- ing money every time a dog is licensed. The council approved Park’s recommendation to repeal the licensing program and defer to Lane County’s voluntary licensing program.
