NOTICE OF DISTRICT MEASURE ELECTION Notice is hereby given on March 1, 2016, that a measure election will be held in the Siuslaw School District No. 97J located in Lane County, Oregon, on May 17, 2016. The following shall be the ballot title of the measure to be submitted to the district’s voters: Caption: BONDS FOR NEW CONSTRUCTION, RE- PAIRS AND TECHNOLOGY Question: Shall Siuslaw School District con- struct and improve schools by issuing $36,900,000 in bonds and receive $4,000,000 in State grants? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution. Summary: $4,000,000 in State funds have been awarded to the Dis- trict if voters approve this measure. If voters reject the measure, these funds will be diverted to another district. If approved, the bond and grant proceeds are expected to fund: - Constructing a new Siuslaw high school that complies with seismic standards on existing property; and - Site improvements, furnishing and equipping of projects, salvage and removal of structures, and bond issuance costs. If sufficient bond and grant proceeds are avail- able, the District expects to also fund: - Safety, security features at all facilities; - Technology and curriculum updates at all facilities; and - Roofing, HVAC and energy efficiency improvements at all facilities to reduce operating costs. Bonds would mature in a period not to exceed 25 years. The estimated incremental tax rate is approxi- mately $0.29 per $1,000 of assessed property value above next year's levels.
