Then It Happened
This story goes back to 1908
when Congress actually forgot
to appropriate money to pay
Army officers and enlisted men.
After six months without pay,
a certain sergeant major, out
for a walk, sighted his colonel,
a very straight-laced old man.
Crossing the street and salut
