The commander of any ship of the two navies, duly authorised as afore said, who may detain any merchant vessel in pursuance of tbe tenor of the preient instructions, shall leave on board the vettel io detained the mat ter, the mate, the boatswain, two or three at least of tba crew, and all the cargo.
