The Democratic party of Oregon in .Mate convention assembled, proclaim the following propositions of political faith and action : 1. Unfaltering devotion to the car dinal principles of Republican govern ment, as declared and put into practi cal operation by the Fathers of the lie public. '1. The preservation of the general government in the proper exercise of the powers delegated to it in the Con stitution, carefully and strictly con strued, and the maintenance, inviolate of the several States of the Union in all their rights, dignity and equality, as the most competent and reliable ad ministrators ot their own domestic con cerns, and the surest bulwark against the tendency toward a centralized des potism. ... 3. Opposition to aggression by either department of the government upon the functions of any other and to the exercise of federal authority of any ot the rights or powers reserved by the constitution to the States respectively, or to the people. r 4 That every attempi on mo j.... the Federal government to exercise anv powers not delegated to it, and es pecially every interference by the gov ernment or anv of its departments, with the local affairs of anv State, or with the rights of the people thereof to choose their own representatives is an act of usurpation which should be repudiated and condemned by every friend of constitutional liberty. 5. We demand retrenchment, reform and the most rigid economy in the ad ministration of every department of the government ; the honest payment of the debts, the sacred preservation of the public faith; strict accountability ot all ollicers, and the speedy and im partial arraignment ot all abuses of public trust lie fore the tribunals ot jus tice; a zealous care of the rights of election bv the people; the absolute subordination of the military to the civil authority. The equal and impar tial administration of the laws, and the protection of the rights of all ; freedom of religion, of the press, and ot the person, under protection of the habeas corpus, ana trial uy jiuicjs impui mmy selected. ;. W e nrotest against tne uuruens ot a protective taritf, as need less exactions j from a people aireany uuoieraoi.y o p- pressed by a national debt, and we in sist that the tarilt be so regulated as to provide only sutlicient revenue for an economical administration of the gov ernment, and not tor the purpose of enriching the few at the expense of the many, or iostering one luancti ot in dustry to the detriment of another. 7. That the precious metals are the only basis of commercial values; that in irredeemable paper currency is a national curse, and we insist upon the speedy return by the national govern ment to specie payments. s. liie institution ot tne system ot national banks was a fraud upon the country and an injustice upon the la boring classes, aim we uomanu sucn prudent legislation as wnl gradually bring this vicious system to a close; that all currency which may be issued shall be convertible into com upon de mand and be issued directly by the goverenient. i. That the treaty between the Unit ed States and China shall be so modi- lied as to apply !olely to commercial relations 10. That we condemn the party in power, only for itscontempt of constitu tional obligations, but for extra vagaiit partisan and corrupt administration of the federal government; for its reck less expenditure and prolligate waste of the people's money ; for its oppres sive, unjust and defective system of fi nance and taxation; for the perver sion of the functions of the general gov ernment to enrich the great corpora tions at the expense of the people ; for tne jobbery ami mums wnicti nave brought reproach upon democratic in stitutions; for the iniquities of the pro tective system; for the curse of an in convertible paper money: for its dis graceful diplomatic service and unlit appointments and continuance in otlice of incompetent and corrupt men at home and abroad; for its attempt to pass an unconstitutional force bill, anil for a catalogue of other enormities which have rendered that organization olleusive to and subversive of the lib erties of a free people. 11. That corporations are the crea tures of law; their functions and priv ileges are granted to subserve the public interests, and when they are not used for the object of their creation, but for purposes nf oppression and extortion, we declare it to be the right and duty of the legislative power to regulate and control such corpora tions tor the public good. 1.1. l hat we disapprove all measures in tne interest ot monopolies against labor, and therefore we approve of the declared principles anil sympathies with the avowed objects of the order known as the Patrons of Husbandry, md with those of all other orders hav- in? for their object, retrenchment and reioriii in public affairs and the social advancement of the people. 13. That we are in tavor ot laooring to secure judicious appropriations trom Congress for the purpose of improving our harbors along the western and northern boundaries of our State, and we demand that our representatives m Congress shall use their best elforts to secure the aid of the general govern ment for the free navigation and im provement of the Columbia river, by the construction ol locks at the t.as- les: the improvement of the lllam- ette and Couuill rivers; the construc tion of the Portland, Dalles and Silt Lake and Winnemueea Kailroads, and the early completion of the Oregon ami California Railroad from Rose burg to the State line. 14. That the policy of the Republi can pariv in dealimr witn the Indian tribes is 'impolitic, and unwise; that the time has arrived when tin? few Indians now occupving the Umatilla, Grande Rondeaud Siletz reservations should be removed to some other locality, and thus open up to settlement by the wiiir'-s some of the richest portions of 111" fii'UO. i ). i out we invite the hearty co-op- i i.oioos ot an persons, whatever may i;ivo !i:o tlw.? ...L.f ... i i nm. ... n "..i inriiiiL'.ti a online to unite with us in earrvincr out the principles herein enunciated.
