O A The Democratic State Platform. The Democratic party of Oregon in State convention assembled, proclaim the following propositions of political faith and action : 1. Unfaltering devotion to the car dinal principles of Republican govern ment, as declared and put. into practi cal operation by the Fathers of the Re public. ' Tho nreservation of tho ereneral government in the proper exercise oi the powers delegated to it in the Con stitution, carefullv and strictly con strued, and the maintenance, inviolate of the several States of the Union in all their rights, dignity ami equality, as the most competent and reliable aa ministrators of their own domestic con cerns, and the surest bulwark against the tendency toward a centralized ues- P3l.1S Opposition to aggression by either department of the government upon the functions of any other and to the exercise of federal authority of any of the rights or powers reserved by the constitution to the States respcctivel , or to the ieople. . , 4 That every attempt on the part of the Federal government to exercise anv powers not delegated to it, and es pecially every interference by the gov ernment or any of its departments, with tho local affairs of anv State, or with tho rights of the people thereot to choose their own representatives is an act of usurpation which should be repudiated and condemned by every friend of constitutional liberty. 5. Wedemand retrenchment, reform and the most rigid economy 111 the ad ministration of every department of the government ; the honest payment of the debts, the sacred preservation of the public faith ; strict accountability ot all ollicers, and the seedy and im partial arraignment ot all abuses of public trust t e fore the tribunals ot jus tiee;a zealous care of the rights of election bv the people ; the absolute subordination of the military to the civil authority. The equal and impar tial administration of the laws, ami the protection of the rights of all ; freedom of religion, of the press, and of the person," under protection of the habeas corpus, and trial by juries impartially selected. ti. We protest against the burdens of a protective tariff, as nec-dlessexactions IVom a people already intolerably op pressed bv a national debt, and we in sist that the taritt' be so regulated as to provide only sullicient revenue for an economical administration of the gov ernment, and not for the purpose of enriching the few at the expense of the many, or fostering one branch of in dustry to tho detriment of another. 7. That the precious metals are the only basis of commercial values; that an irredeemable paper currency is a national curse, and we insist upon the speedy return by the national govern ment to specie payments. 8. The institution of the system of national banks was a fraud iipou the country and an injustice upon the la boring" classes, and we demand such prudent legislation as will gradually oring this vicious system to a close; that all .currency which may be issued shall be convertible into coin upon de mand and be issued directly by the goveretnent. i). That tho treaty lK"tween the Unit ed States and China shall bo so modi lied as to apply solel3' to commercial relations. 10. That we condemn the party in power, onlv for its contempt of constitu tional obligations, but for extravagant partisan and corrupt administration of the federal government; for its reck less expenditure and prolligate waste of the people's money; for its oppres sive, unjust and detective system of fi nance and taxation; for the perver sion of the functions of the general gov ernment to enrich the great corpora tions at the expense of the people; for the jobbery and frauds which have brought reproach upon democratic in stitutions; for the iniquities of the pro tective system; for the curse of an in convertible paper money; for its dis graceful diplomatic serxiee and unlit appointments and continuance in office of incompetent and corrupt men at home and abroad ; for its attempt to pass an unconstitutional force bill, and for a catalogue of other enormities whicn have rendered that organisation oiteiisiye to and subversive of the liij- erties of a free people. 11. That corporations are tho crea tures of I iw; their functions and priv ileges are granted to subserve tiie public interests, and when they are not used for the object of their creation, but for purposes ot oppression and extortion, Ave declare it to be the right and duty of the legislative power to regulate and control such corpora tions lor the public good. j. mat we disapprove ail measures in the interest ot monopolies against labor, and therefore we approve of the teelared principles and sympathies with the avowed objects of the order known as tho Patrons of Husbandry, md with those of all other orders bav ins for their object, retrenchment and reform in public affairs and the social advancement of the people. 1:5. 1 hat we are in tavor ot laboring to secure judicious appropriations from Congress for tho purpose of improving our harbors along the western and northern boundaries of our State, and we demand that our representatives in Congress shall use their best efforts to secure tho aid of the general govern ment for the tree navigation ami im provement of tho Columbia river, by the construction ot iocks at uie cas cades ; the improvement of t he Willam ette and Con mil rivers; me const rue- lion of the Portland, Dalles and Salt Lake and Winneinucca Railroads, and tho early completion of the Oregon and California Railroad from Rose burg to the S'.ate line.
