He first referred to the trouble in the Tennessee Legislature in . .lSGC and the action 'of the Federal Gov ernment at that time, the instruction to General Thomas, in command of the Federal forces, to strictjj. abstain from any interference. ; In quoting the dispatch conveying such instruc tions to General Thomas lie said the dispatch was signed by the Secretary of War and the present President, lie declared it was not uia intention to gire utterance to a single personal matter, but to speak oipublic acta. o lie then referred to tl removal of General Sheridan from e command of the Fifth Military Df Vict in 1SG7 and said it was in coiLA uence of a wail which came up fro?i tho people of that section. Why --as it that this man Sheridan had been selected to go back to these people who be fore had condemned him and prayed for his removal? Ha (Johnson) O knew tho determination the people sought. Their greatest object was Cto be restored to the Union. lie would tell some of those who were acting behind tho curtain that if they expect to stir up another civil war and amid the war-cry and strife have one ride into power for the third term, then they might bid fare well to liberty, f Applause. J Ho then proceeded to arguo at length against tho third term. In spoafcing of gift-taking by United States olliuials, he said this question would b.j just as legitimate a subject cto consider hero to-day as tho one now under consideration. Ileturn ing to the action of tho Fresidcnt in Louisiana affairs, he referrod to tho provision of the Constitution that the United States .shall guarantee 0 every State in the Union a republi can form of government, and said ho didn't understand the Fresidcnt to bo tho United States. That provis ion didn't authorize tho Executive of liis own volition to take charge in person or by agent selected from the army of a State Government. He declared the time had been in this country within his recollection when if an act of usurpation like this had been attempted, it would have pro duced a shock throughout tho nation and"a storm of indignation would havo been ready to hurl tho perpe trator from power. Now, wo saw things differently. We had gone rput of the Constitution in a way that ""would" bring this Government to an end or change its character entirely. Again, referring to the orders sent Sheridan, tho speaker said here was a general of the army sent with au thority to go and look-over the conn try and mark himself out an empire, prescribe tho lines of his government or territory he should control, and in which his power is as absolute as that of an Emperor. "Where, he ask ed, did this power of usurpation and tyranny come from? "Upon what meat doth this our C.v'sar feed that ho hath grown so great," that he can mark out tho boundaries of empires and place military commanders over them. He thought it time that the country was awakened to consider these things. The Senator described the organization of tho Louisiana Legislature, and declared the action of the military in the case was un constitutional. He would votp against the resolution, not because it was a Republican measure, but on the Cprinciple that i Presidential inter ference with the affairs of a State wero sanctioned in this case, why not apply to all others? He referred t and denounced the action of the President in Arkansas affairs, and C -speaking of tho growth of Federal power as evinced in the action in Louisiana and Arkansas affairs, the force bill and the pcndingresolution, he declared there must be something behind all this, and connucd, "We ran only look at it in ne light of events that will transpir . in the ap proaching Presidential election,when avo may havo a conquorer and usurp er installed in tho Government, and he has coiic on extending his military power until ho has accomplished his purpose. Tho time may come when some member of tho other House mav introduce a resolution Iiko this "Whereas. A great disturbance and dissatisfaction exists in tho country, and for the sake of the preservation of xoacqt and harmony in the country, H.-sofccd. That A. or B. is declared President." I don't euro whether you call him King or President, for the next term or the next eight years. cy hat would you do. then? Where is the power to preveut, and where is tho army, and where tho navy? What could you do in the impotency and weakness of unan.iod people, when brought in contact with armed force? Wo well know we would be powerless. And I to-day; in tho presence of this Senate, warn the people of the approaching danger. I tell my countrymen, Mr. President, that empire is ahead, and (hat instead of having a free and repul lican Gov ernment now, wo haveia kind of Government which is cal.ed a Strat ' ocracy. There is a military Govern ment where the country 5-Trulled by a military chieftain, andiwhero the army is the power. He would tell this dic tator to stop his encroaehnr-.ents upon tho Constitution and brinj peace to the country. Lot him do this and tho speak, r wonld mount the ros trum nnd strive to gain from tho peo ple his pardon for the violations of the Constitution and all his trans gressions. Ho concluded as follows: Let us forget what has been heretofore. Let- ua lay aside jiersonal difur ences. Let us lav aside party disci plui0.
