Professor Paul N. Milukoff, the for eign minister in the new government, is leader of this party. A Reuter dispatch from Petrograd quotes the foreign minister as saying: "We shall remain faithful to ail past alliances similar to that with our al lies, which will be still further strengthened and become still more cordial ami sincere. The change in regime will disperse the distrust our allies had a right to feel toward the late government.
