They have no idea of getting hold of a plan, however, that will suit all concerned, as most of the plans provided for in the law have been put to use, and all have been Mibject to criticism. We had hoped to see the present plan carried out as it is eertuinly the best that has yet been used. Heretofore the work has largely been of a nature that was temporary, and the present system looks to permanency and the con structing of work that will stand. To carry out any successful policy, touching public improvements, and especially of the highways, takes time and the expenditure of much money; every county in the state is learning this, and there are some counties that are spending vastly more on five or six miles of road building than is raised in this county for its entire road work in a period of as many years. There may per haps be some just criticism as to the commissioners hiring men and acting in just the capacity that they have been the past few months, but the law plainly makes them overseers of the county roads and supervisors of all work clone, and it also provides that while they need not do anything at all in the way of manual labor on the roads, they shall receive $4.00 per day for each and every day put in as supervisors or overseers of the work done by someone else. Just what the future policy is to be, we have not learned, but those who have so seriously objected to the way the work has been managed, should come forward with some better plan and assist in putting it Into execution. This is only fair, to say the least. Mr. M. L. Case, of this city, return ed home from a visit with hisbrothe C. L. Case, of Oregon City, who was very low with tuberculosis at the home of his mother. Mr. Case was compelled to come home on Friday and at the time he left his brothe was very near the end, and on reach iug Heppner, a telegram was await ing Mr. Case announcing the death of his brother at about 1:30 on Fri day afternoon. He was a veteran of the Spanish-American war, and was a member of Co. F, Oregon Volunteers and went with the first regiment to Manilla. He 6pent nearly a year in the I'hillipiues and saw much active service, w nue in tne rniuipine ser vice he became a victim of the dread ed dysentery that left so many of the volunteers with broken down health, and Irom this he never fully recovered his physical strength, becoming an easy prey of the white plague. He was 3S years of age and unmarried. John Wnnamakcr, the Xew York tud Philadelphia retail merchant on one occasion said: "If there is one thing on earth that a quitter should leave alone, it is advertising. To make a success one must be prepared to stick to it, like a barnacle on a fchip's bottom. Advertising doesn't jerk: it pulls. It begins very gently at first, hut the pull is steady. It is likened to a team pulling a heavy load. A thousand spasmodic, jerky pulls, will not budge that load, while half the power in steady effort will start it and keep it moving." "Mistooken." The Irishman who appeared before Judge Phelps seeking naturalization pa pers and declared George Washington to be tbe president of tbe United States was no worse mistaken than a good American citizen who was being exam ined for jury duty in a murder trial, and was asked if he believed in capital pun ishment. "No I do not believe in capi tal punishment," he replied. "If a man is to be hanged then bang him at the county seat. Don't take him to the capital." Nor was Judge Phelps' Irishman any less informed than was a gentleman from Cold Springs who was trying to qualify as a juror in a murder trial dur ing the time Judge W. R. El is was on the bench. The gentleman from tne northwest part of the county had been on a trip to Tacoma and when Col. Ralev asked him if be thought that the state should haye to prove the defend ant guilty or that the defendant sbould be required to prove bis innocence re plied, "I don't know, I just got back from Tacoma and don't know anything about this case." (By Sol) Miss Winnie Smith who was very sick last weeR is recovering rapidly. Mr. Andrews was up from Portland last week with two men from the valley. Dr. Taylor the State-vetrinarian visited the stockmen of Sand Hollow last week. Mrs. R. B. Rice has been selected as teacher for the fall term of Bchool at Pine City. 6. S. Clark and wife left this week for Pendleton where they intend working in harvest.
