This bill ia submitted under the initia tive (or the following, among other, rea boos; A co nty ia a public corporation and it la apparent that aection 2 of article XI, of the Constitution of Oregon, as amend ed. reserves to the people the right to create a county by initiative vote. There ia no ueneral law for the crea tion of countiea now, and no one kn iwa when, it ever, there will be one. The The facta aa to area, population and aa sesssed valuation show that e are able to maintain a county government. Out of a population of about 7.500 the desire of a county for the Hood River country is earnest and unanimous with the ex ception of a small fraction of one per cent. We are assured by leading citi zens of The Dalles, Dufur and other portions of Wasco county that they have no objections to the creation of Hood River County aa proposed in this bill. More than 400 residents of The Dalles and Dufur have signed the petitionsask ing that this bill be submitted to a vote at the June election, though forty-five names from Dufur were received too late to be filed with the Secretary of Stata. Tbe people of the Hood River country therefore ask favorable consideration of the voters of the State upon this bill for these, among other, reasons: Because the new county will be a great benefit to the people residing therein und will facilitate the transact tion of their county business. Because as the law stands a county cannot-be created by the Legislature; and finally, Because the people of The Dalle and the balance of Wasco county are willing that Hood River County may be created as provided in this bill. The assessed valuation in the pro posed Hood River County in 1903 was ID08.EGS 00 ; in 1906 was $1,618,(570. showing a gain in valuation from 1003 to 1906 of 8710,102 00, or about 78 per cent. The valuation in 1907 wa $2 762,250 00; a gain oyer 1906 of 81,143,580.00, or Bbout 70 per cent, showing the propor tionate increase from 1906 to 1907, to be almost as gi eat as that in three years from 1903 to 1906. The proposed Hood River County has a population of about 7,500; an are of about 500 square miles; 'and twentv school houses, seven of which are grad ed schools having from two to eight room each and with a $30,000.00 high school under construction. There will be left in Wasco County, after Hoed River County is created, an area of 1,646 square mil?a, a population af 11.500; and a valuation of $5,457,720. thus leaving it among the largest and strongest counties of the State, Charlra Edgar Iledflela. Slocum Drug Company Friday afternoon, May 2G, at 2 o'clock, the last sad ritea were paid to tbe memory of Charles Edgar Redfield, who for 11 years has been one of Morrow county's lead, ing attorneys and prominent citizens. Mr. Redfield and family moved here from Pendleton in the year 1897, and bought the Frank Mc Fatland residence property on North Main street which was swept away in the flood of 1903, drowning his wife and daughter Blanche. He was recognized as a fighter in courts and never did he quit as long as there was a chance or a court left to appeal his cases. He was a man of large acquaint ance throughout the state, having been a Btrong democrat and a hard worker for that politic! faith. Mr. Redfield graduated from the Albany Law School, Albany, New York, and was admitted to the bar in 18S2. He tried his first case before Judge Alton B. Parker and won it. Id 1904, he was a dele gate from this state to the demo. cratio national convention that nominated Judge Parker for tha presidency. He came West and boomed Ocosta, Wash., on the Sound for the N. P. railway and in the year 1S92 moved to Pendleton where he practiced law until he came to Heppner, later becoming associated with S. E. Van Vactor in the law firm of Redfield & Van Vactor. About two vears ago he was married to Miss Elanore Cameron, one of Pendleton's accomplished and most highly psteemed daugh ters, and just recently bought the J. L. Avers property' on Chase street and fixed up a comfortable little home. His connection wiih the Hep pner coal mines is well known to all our citizens. Charles Edgar ItedGeld was born in Bloomingburg, X. June 11, 1863, and died in this city May 23, 1908, at 10:40 a. m., after a short illness. He leaves a young wife in this city heart broken, to mourn his loss along with his aged parents who yet live in Bloom iugburg. j Mrs. J. I1. Dunn aud son Chas. W., of Tekoa, iVash, sister and nephew, are the only near relatives in the West. Ms. Dunn attended the funeral. He leaves three i brothers, Will and Frank, of Bloomingburg and George of East Orangp, X. J., and a sister, Mrs. W. A. llutledge, aside from Mrs. Dann, living in Philadelphia. The sympathy of the entire community goes out to the wife and family. The services were conducted from the Episcopal church in thh city. Rrv. Q.iinney, of Pendleton, officiating. lie was a member of the Pendle ton Lodge of Elks and the Wood men lodge in this city, carrying a life insurance policy in favor of his parents. The Heppner Lode of Elks con tributed a beautiful floral piece, as well as the Pendleton lodge. A large amount of beautiful flowers were contributed by friends. Glasses properly fitted at P.
