Chicago, Jan. 4 .. con-iiilerabk Cumber of the la-a shippers i h ? gh oot the toantry, representing vai.ou. indastr es gathere 1 in Chicago Ud.iy to discus the car shoi t-.L-e problem. Ti.t lamtermea'ji assoc'ations took the 'nitiative in bringing tiiern together to exchange ideas and to recooiuieud in formally some soluaon. Ttie majority ppear in fivor of fn leral leisl.t ion penalizing the railroads for fulure t deliver car r quisitiouei by snippets. fter a reasonable time. In calling the gathering to onler the chairman exp ained the chief iurpoe of the present movement to be to secme the enactment o: a ie-ieial Uw rt-quir in the ati-xida Jidat aa .1 p iy .u ell I o' recipro cal demurrage. Under such a law, the speaker father x.)'-ained, the rniiio.u!s wemiclvtia vould h? pen ili.c-.l for fail ing to provide Bhippert) with cars within a reasonable time alter ttieir requisition, just as the saippeis a: e now penalized i'or failing to load caia de'iveied wahin a reasonable lime. S.icli a law, he aid, wo .id po a lontf way towaid re lieving t ie car siio lae now existing, and wou'd pei vent its reenneuce and the enormous accompan) iug 1 sses iu the future. The speakers explained that the pres ent movement is not inimical to the railroads themselves, but to the car service abuses which they hhve allowed .grow to tuch enormous proportions. For years the roadj have enforced rules to exact deoaunae f' Mil ehippi rs for failure t) 1 a I cars within a reasonable time. This wan ueneiay recognized as just and calcn'nted to ecue prompt shipment and more satisfactory car service, and the r;ht of the roads to exact damifiage under resonable iuIcb has ie'dom been quialioned. Cut when the roads tbemjelvts fa 1 to deliver ears requisitioned lor 1 rJIo, and when shipments ne delated for weeks and months by iea9ou of the failure to plat e cars at the shippers' disposal, the bippers nam a V feel that the rule eboald work boin ways and that the demurrage tiuoiii I oe rec i.ocal. Tbe coa! ami himbe tiade are lead ing the fiiit for iej p ccal demurrage. Present condit'o,is in ine lumber trade, especially in the south ami west, are eaid to be deplorable. The car shortage problem is cuusin enormous financial lose tj lumber manufacturers and the same applies to a greater or lesser de cree to the coal, grain and ottier trades. Failure to make car deliveries has ma terially reduced the current receipts of the shippi' S, ai.d as u Jesuit some of the strongest tuueema in the countiy Jiave recently tieen compelled to borrow money at lieu, v ii.toreat to handle their payrolls ami other obligations. Not only are the firms themselves affected, fcnt their laborers are also sutfererf that the total loss of iiuie and mont. . s A direct result of the railroads to supply cars is incalculable. tilti:tl STRIKE lJI.THMr.T.
