TO START CAN A I,. Channel at Three JVIile Ilapids to be Ueepned. The first work in connection with the construction of the Cehlo Canal will be com . enced about May 1. Major W. C. Langfitt, United States Engineer De partment, will advertise for sealed pro posals for removing the submerged rocks and deepening the channel of the Columbia River at Three-Mi. e Rapids. Sealed proposals will be received at the office of Major Langfitt until until 11a. m., March 22. 1904, which will then be publicly opened. Accoiding to ttie contract, work on t lie channel must commence within 30 days after the award of the contract, and the commencement of the improve ment of the channel will depend entire ly oq the time consumed in abstracting the bids and deciding which will be the most advantageous, which will probably be done within ten days after the pro posals are opened. The improvement work according to the contract, must be completed iu May 1905. The improvement will consist of re moving submerged rocks and reefs from the channel that are dangerous to boats, espectally during low water and the channel will be opened and made of sufficient deplh and width to insure the safety of boats that will necessarily nav igate this part of the river during the low water when the construction of the canal is in progress. The completion of the contract will open the channel from The Dalles to the point where the canal will be constructed. For the Celilo Canal $199,073 is on hand with which to do the work, nearly all of which will be consumed in clear ing the Three Mile Rapids. Major Langfitt stated that nearly all of the available fund would be used on this improvement of the river, and while the work could be postponed until a later date that as long as the money was available, this part of the work might as well be done at the present time. The recommendation of Major Lang fitt that the channel be cleared, was submitted to the Engineer's depart ment, in Washington, some time ago and met with the approval of the department. vai,ui:s a hi: iiiuiiuic. Speaks f or Chief Joseph. Carlise, Pa., Feb. 18. Several thou sand persons witnessed the commence ment exercises at the Carlisle Indian school today, when diplomas were pre sented to the largest class in the his tory of the institution, the graduates numbering 43. General O. O. Howard, Dr. Sheldon Jackson and Chief Joseph of the Nez Terces, were among the guests. General Howard feelingly referred to old Chief Joseph, against whom he bad warred, and demanded that Congress re pay the Nez Terces for the losses in flicted. "Nothing," be said "is ever settled until justice is done." Taxable Property Increased 25. 000,000 In the State.: Salem, Or., Feb. 17. An increase of $25,000,000 in the assessed valuation of the taxable property in Oregon is shown by the assessment summaries which have just been filed in the ifice of the Secieiary of State. The total value of taxable property in 1902 was $148,000,- 000, and according to the rolls of 1903 it is $173,000,000. There has been an in crease in the assessed value of eyery class of property showing the heaviest advances. In round numbers, tillable land has increased $5,000,000, non-ti li able laud, $9,000,000; city lots and im provements, $4,000,000; railroad bed, $3,000,000; merchandise $1,000,000. Railroad bed shows the greatest per cent of increase, the advance being nearly 42 per cent. Unimproved land has gone up 34 per cent on the assess ment rolls. In per cent of increase Clackamas County heads tbe list by almost doub ling its assessment Gilliam County shows an increase of 98 per cent; Bea ton, 72 per cent; Umatilla, G2 per cent; M'.now, 54 per cent, and Clatsop 44 per cent. Two counties show decreases, Tillamook and G rant, but Tillamook had nearly doubled its assessment the year before. Much to the surprise of everyone, Multnoman County shows the smallest rate of increase, although it is known that rents have adyaaced and many new buildings have been erected The average increase throughout the state is 17 per cent. Multnomah's in crease is y2 per cent. The figures show that the advances lave been more in the amount of prop erty. Ihere has been an increase of I(i0,0o0 acres in the area of tillable land, but the rate of valuation has increased rom $10 to $11.50 per acre. Iu 1902, there were 2,809,327 acres of tillable and assessed, and iu 1903 there weie 2,971,343. The area of non-tillable land assessed has increased from 13,122,168 acres to 14,389,140 acres, and the rate of assessment has .increased trom $2 per acre to approximately $2. 50 per acre. 1UO lUUICilOC 111 HiO liUIUUCI JI IJJ11CO of railroad bed has been from 1,6S0 miles in 1902 to 1,704 miles in 1903. The rate of assessment has increased from $3469 per mile to $4630 per mile. Towne has declared, in dis cussing the next platform of bis party, that the Democrats of the West are will ing to relegate the silver issue. The free-coinage question, he is quoted as having said, has been settled by an in crease in the world's gold supply, and while matters remain as they are the people do not care anything about it. than 160 acres, and at a price not to ex ceed $2.50 or less than $1.25. This land has always been held as a whole by a corporation. Upon this point hinges the fate of the 200 applicants to pur chase the land, and they have put up $3000 to prosecute the case. Applica tion to purchase at the top figure was served upon R. E. Shine, secretary of the company on the same day. There is no end to the excitement oc casioned by the bringing of the suit. Coos county has long been troubled with this company that will not sell a foot of land to settlers at any price, and public sentiment is very strongly in tavor of those who have applied for the lands. In all events this means the starting of a long legal battle. The Baltimore and the Home fire insurance companies of Balti more, have applied for receivers which will be at once appointed. Albert Beekman, the murderer of his sweetheart, Helen Kelly, was sentenced to 99 years impris onment for the crime, at Butte, on Tuesday. Elbert Wilson, who was report ed to have been drowned in the Yamhill river, at Forest Grove, is thought to have left the country.
