Everything is going nicely for
Heppner's big Fourth of July
celebration.
The movement on foot for the
organization of a commercial club
in Heppner is meeting with suc
cess. The business men are be
coming interested and many have
stated that they favor a good live
organization. Now is the time to
do the work.
In the recent automobile races
in France, several people were
killed. Ground was covered at the
rate of 02 miles an hour in the
races. At such breakneck speed
it is not strange that accidents
occur. The fools are not all dead
but a few of them are getting
killed.
HEPPNER PUBLIC SCHOOLS.
The success of the Heppner
public schools which have just
closed is looked upon with a
feeling of pride by Heppner and
Morrow county people. No other
feature can possibly be of more
importance or more concern to the
people in general than our public
schools. The proper training of
the children will have its effect
upon the future generation and the
responsibility which rests upon the
guiding hand at the head of the
public school is greater than is
usually realized. Greater en
couragement should be given to
the instructors who are blessed
with the ability to conduct the
schools in a proper manner. Tak
iug it from every standpoint, the
term just closed was the best ever
known in Heppner. That is, the
results obtained were the most
satisfactory. Modern, improved
and original ideas have predomi
nated. Educational developement
and cultivation together with a
healthy body, are questions that
require knowledge, experience and
good judgment. This has been
the aim in the Heppner schoolr.
The drills and exercises taught
which stimulate the development
of the body with the brain, thus
promoting health with mind train
ing and the establishment of ideas,
have been carefully looked after
and unusual advancement has
been the result. For the success
of the Heppner public schools the
credit is due Prof. D. V. S. Reid, the
principal. His ability as an in
structor is stamped plainly on
every student. He has that
pleasant faculty of being able to
deeply impress thought together
with the exercise of good judg
ment. Good sound judgment and
plain every day common sense are
just as necessary in the school
room as in the ups and downs of
the world.
In the good work accomplished,
Prof. Reid could not do it alone.
The able corps of assistants and
the school board are iustly en
titled to great credit for the faith
ful performance of duty.
The school board has acted wise
ly in retaining Prof. D. V. S. Reid,
principal and. Misses May Bailey,
Eva V, Joseph, Lizzie Howard,
Ethel Reid, Grace L. Tillard,
Lillian Waters, Margaret Helen

The recent outrages on the Jews
in Russia are not explained Way
by the Russian embassador's obser
vations that the victims were
money lenders, and therefore hated
by the peasantry. Jews have be
come money lenders because for
centuries they were permitted to
be nothing else. Originally they
were a pastoriaLand agricultural
people. If they did not stick to
the trade of the fathers, it was be
cause Christians, so called, would
not grant them that right. Now,
after hundreds of years' restriction
to certain lines of endeavor,
ignorant people find fault because
the Jews have succeeded in about
the only business to which they
were at one time privileged to give
their attention.
The recent outrages at Kishineff
were due to the brutality and
ignorance of a peasantry which the
Russian government has erround

difference of the government itself,
which is noted for its religious in
tolerance, and shows the hatred
for the Jews which has distinguish
ed other nations of Europe sup
posedly more liberal and enlighten

Julius Keifl, County Surveyor, neper, Oregon
Julius Keithley, the duly elected County Surveyor, is an old resident
and surveyor of Morrow County and his long service in the work of his
office is a sufficient guarantee of his ability to perform the duties thereof.
Recently there has been procured for his office the field notes of the
original United States government surveys of the entire county, which
notes are necessary to the execution of accurate and lawful work. The
office is also supplied with the latent improved Solar Compass ot Burt's
patent. All the original surveys of the township and section lines were
made with this kind of instrument. The law enacted by the legislature
two years ago relating to the duties of County Surveyor requires the use
of a solar instrument and no survey can be lawfully made bv any one
without the use of a solar instrument for it requires that the record of the
survey shall give the altitude and declination of the sun, the latitude and
refraction used and the variation of the magnetic needle which can be
given only with a solar instrument.
Local attraction and variation of the magnetic needle which renders
the ordinary needle conpass and transit so unreliable do not affect the
Solar Compass. Courses are taken by the Solar Compass by the sun and
hence absolutely true lines can be run with it. In time past in this large
country people have not been particular about a few rods of land but as
time goes on people will naturally want more accurate work done in locat
ing lines and fences.
Those desiring work done in this line may depend upon reliable
service from this office and it might be well lo suggest that it would be
much better to have such work done during the good weather of summer
than to delay until the short days and uncertain weather of winter.

The County Surveyor, Julius Keithly, has appointed for his deputy
D. V.. S. Reid who is a practical surveyor ancl civil engineer of many years
experience having been engaged in United States land surveying, railroad
engineering, liydrographic and geodetic surveying and has served as
county surveyor and as examiner and adjuster of surveying instruments
for Surveyor General of Oregon.
Daring the summer months he will serve the public in relocating lost
or obliterated government corners, establishing townshiplines, section lineB
and substantial lines of sections in a lawful and accurate manner, locating
roads, establishing grades, locating ditches, locating mines and tracing
ledges of minerals, calcuating areas and running levels.
Extract From Statutory Lrwi,
"In the resurvey of lands surveyed under the authority of the United
States, the county surveyor shall observe the following rules, to wit: (1)
Section and quarter section corners, and all other corners established by
the govrnment survey, must stand as the true corners. (2) Thev must
be re established at the identical spot where the original corner w as
located by the government survey, when this can be determined. (3)
When this cannot be done then said corners must be re-stablished ac.
cording to the government field notes, adopting proportionate measure
ments where the present measurements differ from the field notes."

"The county surveyor, or any authorized persons.shall give the course
of all lines, traced or established, from the true meridian as found by an
observation of the sun, the magnetic variation of the needle, and all
angles shall be read from the vernier. Such persons shall record for each
observation the date and time of day, both standard and local time, dec
lination of the eun. allowance for refraction, latitude used, latitude nn,l
altitude angles employed, the distance and course of the place of observa
tion from the nearest section corner in township and range. Any survey
or report shall be incomplete and shall not become final until such
data is recorded."
