The Heppner Gazette FAVORS FOREST RESERVE. Baker County Irrigation Delegates Pass Resolutions. Baker City, Nov. 14 At. a. meeting this evening of the Baker county dele gation to the State Irrigation Conven tion at Portland next week, the matter of the forest reserve came np and was discussed at length. The differences of the mining and irrigation interests were finally adjusted by the adoption of the following declaration as the policy to be pursued by the Baker county delegates: "It is the sense of this delegation that we favor the establishment of a forest reserve in the Blue Mountains, under such regulations as will not harass, an noy or delay in anv manner the develop ment or working of our mines." Thirf declaration is in harmony with the forest reserve law. The mining men have been absolutely opposed t the reserve upon any conditions until lately. Now they are inclined to with draw their objection on the assurance that there is no purpose on the part rf the Government to hamper the working of the mines. To Suppress Ladronism. Manila, Nov. 14 The United State Commission has passed an act to assist the suppression of ladronism. It makes highway robery committed by three or more persons a capital offense. A con viction does not require proof of the actual commission of the crime, the ex istance of a band of brigands under arms being sufficient. Severe penalties are prescribed for those assisting lad rones in the commission of crimes. The commission has also passed a sweeping vagrancy act, drawn up so as to reach both dissolute natives and for eigners, and it has enacted a law requir ing officials to warn the people of the ..Monteresteiil Bros.. The Government is furnish ing seeds and will nse public lands for this purpose. Spanislt Trouble Serious. Madrid, Nov. 14. A dispatcb from Tetuan, Morocco, where the Kabyte tribes have rebelled, shows that the sit uation has grown more serious. A body of armed Tetuanites has been de feated in a fight with the rebels and compelled to retreat to the town. The rebels aVe encamped at Samoa, half an hour distant from Tetntan, where all business is suspended. In Madrid the position of the Europeans at Tetuan is considered not to be grave. The news papers comment on Spain's continued ill fortune, as again evidenced by the fact that the country is without a Cabi net at the hme ot such an mportsnt crisis. Yukon Frozen Solid. Victoria. B. C, Nov. 14 The steamer Amur, from Skagway, reports that the i-teamer La France was caught and held in the ice when en route down, near Minto She will remain there all Win ter, and fears are expressed that she may be crushed by the ice. The steam ers Wilbdr Cummin, Thistle and Elea nor, which reached White Horse on No vember 4, were the last in service. The first stage from White Hose reached Dawson on November 9, after six days' travel, and the first stage from Dawson was due at White Ho-se on Monday. A Dawson dispatch says that Mailcarrier Ell Verrean left Dawson Tuesday morn ing, October 28, with 500 pounds of low er river mail in a Peterboro canoe. He wns caught in an ice jam six miles below the mouth of Forty Mil?, his canoe crushed and all the mail lost. Miss Louise Hoge, of Evanston, Illinois, who has been ill here for almost a mouth, and who has been under treatment by a Christian Science healer, died tonight. Miss Hoge is the daughter of Holmes Hoge. assistant cashier of the First Na tional Bank of Chicago. Mrs. Ellen Brown Linescot, the Christian Scientist healer, said tonight that Miss Hoge had suffered from typhoid fever. Scenic Line. CRAIG, General Passenger Agent, Portland Cholera In Manila. Manila, Nov. 14. Cholera made its appearance yesterday among the men of a detachment of the Fifth Infantry, which is stationed here. Seven men have already died ana a number of oth ers are seriously ill. The detachment of the Fifth Infantry in question had been ptacsd on guard along the Maraqnina river, whence Ma nila receives is water supply, as it was deemed necessary to protect the stream from possible pollution.
