The chief ob jection to tl:i nieavsuae in the latter body centered around the drastic ' provisions Lich the Pfaelan Com mission, in its eagerness to niaka politics smveeded in engrafting upon it. A good majority of the Senators ar true to the principle i of Chiaef exclusion as it is repre sented in existing laws and treas ury regulations, as is evidence! in the rob by which the amended substitute was adopted. j When introduced, the Piatt substitute provided only for the eiteneijn of existing exclusion 'laws uutil the present treaty be tween Cbma and the United States terminates. According to the j terms of the treaty this will bap- pen on the 7th of December, 1904. It survival after that date depends upon the sufferance of the two gov ernments. The substitute bill thus left ueovered the Scott bill of 1SS8, under which the treasury regulations governing Chinese la borers in transit have been pro mulgated, and madd no provision for the Philippine islands. The amendments uhich have been made to the bill embrace the Scott act ofBeptember 13, 1SS8: extend exclusion to the Philipines, pro hibit the migration of Philippine Chinese to mainland territory, and extend the life of the law until such a time as a new treaty may be made with Chins, should the present be abrogated. To all in tents and purposes, the main fea tures of the Kah-Mitchell bill have consequently been retained. The chief difference lies in the limit which the Piatt substitute places on the operation of the ex elusion la, and in the eradica tion of the prevision prohibiting Chinese sailors from being em ployed on the ships carrying the American flag. The decided stand which the Senate took on that proposition was shown in the vote on the Lodge amendments to (strike oat the clause from the ! ivann---uuctieil bill. The amend ment carried by 47 ayes agaii Bt 29 noes. The measure must now go to a corference committee of the House aod Senate. If the bill adopted by the latter is accepted by the former the same security which we now enjoy against Asiatic coolie invasion will be ex tended for a period at least. It is unfortunate that this immunity was not made indefinite, for, with the time limitation the Senate has placed upon the operation of the bill, the contentious question kept alive to irritate and harass ua again some future day, when the issue will have to be fought all over again.
