tariff Jaw was retroactive, and his

lectors of customs until it is re
versed by the courts. If the courts
uphold the decision of the board
of appraisers, the government will
have to refund about $300,000 to
importers whose importations were
entered at the custom houses on
Saturday, July 24th, before the
signing of the tariff act by the
