C. Clarence Likens, the super­
visor of the Portland Junior
Government, was in our city on
la s t Sunday and Mondt.y, look­
in g over the city and finding out
the prospects ox organizing a
Junior Government among o..r
juvenile citi-ens. It is the plan
of Mr. Llklnu, who is working
witn Mayor VanOrsdall and the
leader of the Boy Scouts, to
make an organization here like
the one in Portland. There tt.cy
have a junior mayor, four com ­
missioners, an auditor, chief of
police and a juvenile police force
of about 200 boys. At each elec­
tion they have their own ballots
and every boy and girl in the city
above 14 years of age takes part
in the election.
An organize
tion of this kind has the effect
combining practice and theory
and acquiring knowledge of the
world, of politics, statesman­
ship, the professions or mechan­
ics, and how to earn a livin
Combination of theory and
practice makes education much
more thorough and the pupil ac­
quires the habit and learns the
practical application of theories
In other words, he learns to a¿>-
ply his book knowledge to the
actual experiences of life. Or­
ganizations of this nature will
be a very great aid to our public
schools and one of the bes
methods of directing the youth
in matters that pertain to the
general welfare, and their own
beneficial education in particu­
lar. This will acomplish great
things for the junior citizen, ii
giving them a good knowledge
of the maner of conducting a
government and having an ac
tual part in it. It will give thein
a nincentive to read and keep
posted on public affairs and long
before they are of age be able to
take part in them. Especially
should they understand the
duties of voters and their re­
sponsibilities for their vote and
its influence in determining who
shall be officers in charge of
affairs and their part in making
laws, and learning what are
needed.

to Dallas and form an organiza
tion of this kind here about tbs
