operated from the central station
to be constructed on Commercial
and Union streets, where the
P. E. & E has purchased a block:

to expend $200,000 in terminal
facilities. The station will be
operated as is that at Los Ang»;l-
es. where all local streetcars and
all interurban cars make the
same station and transfers are
made under one roof.
In preparing for the celebra­
tion, Salem and its Board o f ;
Trade invite all surrounding cit­
ies o f the valley to take part in I
the big industrial parade, which
will set out the features o f the
Valley from the time the first ox|
teams came along the river bank
to modern interurban service.
The parade will be headed by
the municipal band and fire de­
partment.
The parade is intended to dis­
band on Wilson avenue, where
several thousand persons can be
comfortably accommodated dur­
ing the speaking which will fol­
low.

It is intended to use the State
Armory as headquarters for the
crowds o f out-of-town visitors.

Oregon will observa Salman Day on Friday, March
14. It is expected to make it a state wide event and
the Governor and public officials have been invited to
attend a special observance in Portland. President
Wilson has been sent some Oregon salmon with a re­
quest that he have it served on the W hite house table
on that date. It is expected this will become an an­
nual exent ranking in importance with California’s
Raisen Day.
Many persons assert that the art o f conversation has
very nearly died out that there are no great conversa­
tionalists such as flourished half a century or more ago.
Perhaps there is some truth in that statement, It is
admitted that much o f what today passes for conversa­
tion is nothing but small talk and remarks about the
weather. All the same it may not be a bad thing that
the day o f great conversationalists is over, for if history
does not speak falsely most o f those gifted people had
a most confirmed habit o f monopolizing most o f the con­
versation. Besides, and it is a point worth nothing,
the conversationalists were a few scholarly well read
men and women living in a time when education was
limited and the great mass o f people lived in ignorance.
A t the present time most people know what is going
on in the world and are able to express their views
creditably if not fluently. Therefore, while there may
be few conversational giants now, conversation is more
general even if not so lofty.
It is whispered that our county fair has under ad­
visement as a site for the fair grounds, a location with­
in the city iimits. A more sightly site than the one
proposed could not be obtained, and it would be as nat­
urally sanitary as any. But we are all laboring for the
success o f the fair, both present and future, and the
experience o f all county fairs in the east is that a serious
mistake can be made by putting the buildings within
any corporation limits. It is like a base ball park in
that there is never any certainty as to when its success-
f* l management and the city laws may conflict. Our
county fair should be located between the Monmouth
motor line and that o f the road to Salem, as close to
town as sufficient grounds can be secured at an equit­
able price to serve all purposes o f a fair for all the
years to come, but not so far out that a 5-eent fare will
not cover the transportation charge to Dallas. A t such
a location we would draw our crowds from north and
south, from east and west, and the benefit to accrue to
our city would be just as much, while doing away with
many objectionable features o f the site inside our lim­
its. Ponder this matter carefully, gentlemen, for you
are settling a grave question and a mistake would be
hard to rectify.
Fraternity and Citizenship areas twins, that go hand
in hand in everything that makes up, constitutes and
exemplifies life; the wordfterranity as define! by the
lexicon, means brotherhood; not the mere acquaintance­
ship o f one with another or the casual interchange o f
passing events, but it embraces within its definition
those higher and nobler principles and examples; it
stands, when properly practiced, for an intense and in­
creasing interest in the welfare o f another, mingling
o f joys and sorrows; the sharing o f troubles and parti­
cipation in pleasures; it means that we must aid and up­
hold and, as we pass through this life, surrounded by
all its disappointments and discouraging events, be pre­
pared to reach out a helping hand and assist another to
regain the path o f rectitude and honor as he resumes
his journey through life. We are not apt to g iv the i r p-
er credit to fraternity that it merits, it comes to the
disheartened and discouraged as does the brilliant rays
o f sunshine at early mom. when it flashes its golden
bars over the mountain top to kiss and dispel ihe diam­
ond dew drops upon the living carpetof green; its sweet
harmony is musical to the ear and its visible practice is
a stimulant to the sight, whereby the many good things
of this world appear brighter, and the discouraging ones
sink back into the gloom of oblivion. Fraternity stands
upon its own foundation, end while it embraces the
riches of this world, still the p*>or practice those béné­
ficient results. In order to exem plify fraternity, it is
not necessary that money, the root o f all evil, should
perform a prominent function. We b lieve that an en­
couraging word, a condoling act or word o f sympathy
in the hour o f sorrow is worth more money than could
be paid by the ordinary man. Fraternity is not alone
confined to secret organizations; we find it standing
forth prominently in the teachings o f the church, the

sire to do good is one o f tbe fundamental principles in
the church. It is practiced in business, when one who
is successful in business financially aids and assists an­
other, in order that he too may gain a standing in the
financial world, and in fact in every sphere o f life, civ­
il or political, religious and business, all embraces the
principle o f fraternity. Let us recognize the beauty and
power o f fraternity, and whatever we may do to light­
en the burdens o f others, guard against checking or
chilling a single earnest sentiment, for what is a hu­
man mind, however enriched with acquisitions or
strengthened by exercise, unaccompanied by an ardent
and sensitive heart. Its light may illume, but it can­
not inspire, it may shed a cold and moonlight radiance
upon the path o f life, but it warms no flower into bloom;
it sets free no ice bound fountain. It is a nobler and
happier thing to be capable o f self denial, love and gen­
erous sympathies, to cherish a quick sense o f honor and
find absolute comfort only in being lost in the welfare
o f others, than to have an eye for color whereby the
colors o f the rainbow can be transferred to canvas, or
the felicity o f diction that can embalm the truest pic­
tures in immortal numbers.
