I The members o f the Dallas 'Commercial club turned out in large numbers last evening to perfect plans for the permanent organization o f a Polk County Fair Association. On motion of Tooze a committee o f five were appointed to devise a plan for the temporary organization. The committee consisted o f C. L. ; Hawley. W. A. Ayres Harry Belt, E. V. D. Paul and T. vV. Brunk, and reported as follows: Dallas, Or., Nov. 2d, 1912. To the president and members !o f the Dallas Commercial club and other persons gathered for the purpose of organizing a per manent County Fair Association: We, your committee, appoint ed to devise a plan for the tem porary organization o f such as sociation, beg leave to submit the following repoit: 1. We advise that the name of the association be the Polk Ccunty Fair Association. 2. We advise that the follow ing offices be created: One pre sident. five vice presidents, one secretary, one treasurer, an ex ecutive committee to consist o f three members, with the presi dent as an ex-officio member, a board of district managers, to be composed o f one member from each s chool district in thecout.ty, said managers to be appointed by the county school superin tendent. the school supei intend- ei t to t ct as chairman. A loard of directois to consist of nine members, said boatd to be select ed f o;n men residing in differ ent parts of the county. 3. We advise that the pcesi- dent a; point the executive com mittee and the board of directors 4. We advise that the tempo rary president be elected at this meeting: also a temporary secre tary 5. We advise that the tempo rary president at once proceed to appoint a committee to draft a constitution and by-laws; that he at once proceed to appoint a board o f directors. 6. We advise that said board of directors be given the power to adopt for and on behalf of the association, such constitution and by-laws. 7. We advise that such board o f directors be given the power to elect the permanent officers of the association upon the adoption by them o f such constitution and by-laws. 8. We advise that upon the adoption o f such constitution and by-laws and the election of such officers bv such board, that the duly elected board proceed to ap point his executive committee, a permanent board o f directors, and all other committees which may be provided for by such constitution and by-laws. 9. We make no recommenda tion us to the method o f financ ing such fair, asking that an open discussion o f the matter be taken up upon the effecting of a temporary organization. L. TOOZE, Jr.. Sec. On motion o f Tooze, W. A. Ayres was proposed for tempo rary president, and he was unani mously elected, and Tracy Staats was made secretary. On motion o f U. S. Grant a vote o f thanks was given the visitors for the interest taken by them in organizing the fair association. The visitors were Senator C. L. Hawley, of McCoy, John Simkins, o f Spring Valley, T. W. Brunk, o f West Salem; J. F. Ullrich, Airlie and John W. Orr, of Rickreall. On motion o f Muir the bill o f the Dallas Planing mill for $2 was allowed. A communication from Ed E. Lee, of Broad mead, expressing his regrets that business made it imposible for him to be pres ent at this meeting, but certified to his willingness to take an active part in any preparations for an annual Polk County Fair was read. The Polk County Mercantile Co. were elected to member ship, and pledged $5 a month toward me support o f the club. The smoker was a success in every way cigars being passed during the discussions.
