The addition of these, before the resolution was adopted was in itself quite a job, lasting from 8:40 until 11 o ’ clock, when the resolution was adopted as read. Judge Sibley entered a formal objection on behalf o f a number o f Clay street property owners, claiming that it should have been done by superficial area instead of that of property valuation, and Messers D. J. Riley and Frank Kerslake also entered objections to the amount charged against their property, claiming it to be excessive. The resolu tion was then adopted, Uglow voting no. An ordinance to regulate plumbing was read first time. Alderman Ellis started to move that certain amendments be made to the charter by the legis lature, when the city attorney informed us that we were taking the wrong procedure. It seems that since Brother Uren got in his iniative proposition the legis lature cannot have any more say in the granting or amending of city charters, and that the only changes that can be made must be by the people interested at a general election, when the pro posed amendments become a part o f the ballot, and are voted for or against. This leaves the mat ter o f making o f the city a separ ate road district and the voting o f bonds a matter to be settled by the voters at the next city election on the first Monday in April. In order to get a concen sus of the peoples’ desires in the matter the city council will hold an adjourned meeting next Mon day evening at the court house for the purpose of feeling the public pulse. If it is then found desirable, the necessary steps will be taken for voting on the ques tions. By inadvertancesome property owners having been left out of the former sewer assessment no tice, the auditor was instructed to publish notice to them. Mr. W. A. Ayres appeared be fore the council and entered an objection to the proposed erec tion o f a powder house in the vi cinity of his residence. After some debate on this question, El lis moved that the city attorney be instructed to draft an ordi nance prohibiting the keeping of dynamite within the city limits at all, and the limiting o f the amount o f gunpowder carried to 25 pounds. S Carey has kindly furnished us with the following official figures of the births and deaths in Polk county, as taken from his official records: During the last year there were 186 births in Polk county, 82 o f them being males, and 104 females, this being about the usual ratio o f prepon derance o f females over males. a The month of December was credited with the largest number o f female births, there being 15, | * ar.d in July the males came to the front in the greatest num-1 jVi her, there being 15. July had the largest number o f births, ■.*> male and female, there being 24 hp babies to first see the light. W October was the lowest month /•; for new arrivals, only 10 little fellows putting in appearance. During 1908 there were 85 £3 deaths. 44 o f them being males. In and 41 females.
