No Trouble Anticipated Over the Now Or leans Affair Hard to Get Out of Office. Wa"HI.nito.v, March 20, ISM. Editor Oiti-:noN Scout: It is helioved by those who make it constant study of the undercurrents of politics, that Mr. Harrison and Mr. Blaine have made an amicable arrange ment relating to the republican provi dential nomination next year, and that it is something like, this : Mr. Harri son's friends are to announce, unolli cinlly of course, that he is a candid-itc for ronomination and that Mr. Maine is for him. If this announcement, which by the way has been pretty ex tensively made, is cordially received by republicans who can control the party machinery in the several states that can be counted upon to go republican, it will, in due time be followed by oili cial anumincemcnt.s from both Mi: Harrison and his secretary of state and the name "f Mr. Harrison will go be fore tho convention with practically no opposition. If on the other hand the announce ment shall not be well received and the fact shall become plain that Mr. Harrison will meet with strong opposi tion in his own party, he will, at the proper time, announce officially that he will not be a candidate and the full strength of the administration will bo thrown to Mr. Maine. This seems to bo all right so far as the two gentle men named are concerned, but what about the claims of Messrs. Ali?er, Me Ivinley, Dopcw, et al? Not being pos sessed with the power of prophecy, 1 will have to content myself with ask ing this question, leaving the answer to those more directly interested. Tho acting secretary of the treasury has, under the new law, declined to ex change gold bars for gold coin, unless the parties desiring the exchange will pay four cents per $100, the govern ment cost for converting the coin into bars. The exchange is usually made by parties who wish to ship the gold to Europe and has heretofore been made frco of charge. It is believed by the treasury officials that this charge will prevent the speculative exportation of American gold, which will, ii it turns out to be true, be beneficial to the peo ple at largo, but very injurious to tho gold speculators. Hon. Jerry Simpson seems to be "catching on" in great style. Ho tells me that ho has received numerous in vitations to make speeches in the east, and that ho has accepted ono to speak before a frco trade club in Now York. There is and has been no excitement in administration circles over tho kill ing ofthe Italian members of tho "Ma fia" at New Orleans, and the notion of the Italian minister in connection therewith. Tho minister presented a protest from his government and Mr. Maine telegraphed to Louisiana for in formation. That's all thoro was of it. No important international complica tions arc expected to arise from it, and no one expects that the Italian govern ment will mako any unusual demands, although ii delegation of fool Italians from Chicago turned up hero this week with their heads full of wild ideas about apologies, indemnity and other absurd things. For all tho satisfaction they received they might as well have remained at homo. It is regarded hero as a state and not a national affair, although if it can bo shown that any of tho men killed were Italian subjects congress may decide, following tho precedent established in tho Spanish and Chinese cases, to vote a small sum to their families as a gratuity, it hav ing been stated in tho acts appropriat ing the money in the former casos that it was so intended and was not to be considered us indomnity. There is a probability that Cuba may bo tho flrit country to fool tho weight of tho power grunted the president in tho rtioiproeity oluiuo of tho Molvinluy Urid'uot, wliloli ompowurd tlio provi dent to redtoro tlio duty on tugur jo. moved y that uot, from liny eounlry I hut wfiikiiit q negotiate n reciprocity treaty. Spain hasn't exactly refused to negotiate a treaty, but the action of her minister in insi.-ting that Cuban tobacco shall be included in the treaty is equivalent to a refusal, for even if the administration wa disposed to let Cuban tobacco conic in free, which it isn't, it has not the authority to do so. Mr. Maine has sent ex-.Ministor Foster as a special envoy lo inform the Span ish government that it must "fish or cut bait," and if n favorable messano is not received from him by April 1, the date when the sugar schedule of the tariiTact goes fnto effect, it will not be surprising if Mr. Harrison issues a proclamation ordering the retention or the present duty on Cuban sugar until further notice. Treasurer Huston seems to have as much difficulty in getting out of olfice as most men do in getting in. His last resignation, which was thought by ev ery one to be final, .-eems to have met. the sumo fate as its several predeces sors, and it is now said that. Mr. llitf is to remain in olfice. .1. II. 0. STAUKF.Y STRIKES. Staiikky. Maicli ", 1S!U. The snow is slowly disappearing. Deer are quite plentiful in this sec tion. Robert Campbell and Patrick Loftus are on the sick list, but at last accounts were improving. Horn To the wife of N. E. Heau mont, a daughter. Poly now greets the boys with a large broad smile. The Grande Uonde river has at last broke and tho log drive is in full blast, with about forty drives employed. Mr. W. l' Hurnett lias oilered his ranch and stock for sale, and in case he disposcb of tho same he will remove his family to Ilutte county, Cal. When two Sturkey ranchers meet the exclamation is: "How much hay have you got left." Hay is now worth almost its weight in gold in this vicin ity. Ranchers are congratulating them selves on plenty of feed when the snow is gone. The grass is green under the snow, there being little or no frost in the ground all winter. A petition was circulated hero some time ago praying the county court to make an npppropriation for tho benefit of 15. L. llurnett, who has been bedfast for sixteen months with blood poison ing. He will hereafter receive twenty dollars pur month from the county. Oi,n Sookh. FROM SPARTA. SI'auta, March, -1", 1891. Mrs. Henderson has gone to Raker City for a few days. K. E. Alderman continuing to run tho hotel. Jennings has gono to Eaglo valley. The incorporated company handling tho Del Monto and Gold Ridgo mines has paid off tho men at last and wo expect it will pay up tho other indebt edness soon, and put on a full force of men and thoroughly develop tho prop erty. Tho many friends of the popular R. R. agent at the Union station, Mr. A. E. Ellis, are ploased to hear, that with the assistance of his estimable wife ho is entertaining a charming young lady stranger. Sin is a petite miss of eight pounds and arrived Friday and may conclude to locale permanently. The public school exhibition at tho hall Friday night was fairly attended and was quite interesting throughout. "PocohonlaB" was well rendered and the make-up of the characters was good. Perhaps a better fao simile of a corpulent Umatilla bravo was novor seen beforo Mr. W. IE. Wright attemp ted tho rolo on this occasion. Owing to it scarcity of ready funds it is not likoly that wo will havo a Hummer term of public school. At present a tux, on account of tho strin gency of the monoy market would work a hardship on many. This will leavo open a good opportunity for soino ono desiring to teach a private school. No doubt favorable terms for tho uso of tho school building could bo made with tho directors. ALICEL NOTES. Amcki-, Oregon, April 1, 1891. All fool's day. Frank Hamilton is still visiting at Alicol.
