"Wk havo taken considerable pains in writing an exhaustive report of the proceedings of tho Farmers' Instituto held last week in this city, under the auspices of tho State Agricultural Col loco, and in describing tne various products of tho county that wore placed on exhibition at that time, for the rea Bon that it will show, to eastern read ers particularly, tho richness of soil and wonderful and varied resources of Union county. This number of Thk Scout is a good one to send to friends in other states. Extra copies can bo had at this office. Some of tho laws of Oregon aro pe culiar to say tho least. For instance : Tho county court calls in a physician to cxamino a man as to his sanity. If tho physician finds that tho man is in sane and commitment papers are made out ho gets a fee of five dollars; if tho man is found to bo all right, tho doc tor doesn't got u continental red cent. Again : If the sheriff has four priso ners in jail ho is allowed fivo dollars, "weekly, for boarding each ono, making twenty dollars por week, for tho four. If ho is unfortunate enough to get an other prisoner, tho board of each is re duced to threo dollars per week, mak ing fifteen dollars por week for tho five. These and other similar laws that could bo mentioned, indicates what acute penetration our Solons are possessed of and shows what an immenso pressure of brain power is carried around insido tho cranium of tho averago legislator. Otm old friend "1'otor tho Toot" who haH been editing tho Klamath Star for eovoral years past has bought a half interest in tho paper, which, by his gonious and energy ho has succeeded in placing upon a high plain of excel lence, and is now on tho road to finan cial success as well as litorary famo. Tho Star is recognized as tho most original and spicy paper in Oregon nnd is eagerly perused by hundreds of readers. Tho gems that fall from tho niagio pen of this genial poot are genu ine. Tho simplest local, polished by tho touch of his genious, has tho ring of tho pure gold uud will puss current anywhere. Tlioro is nothing too good lor Pater and tho worst that wo hope will befall him is that ho will live as long as ho wants to, acquire riches in abundance, bask to his heart's coutont in tho smiles of beauty and at last "bo curried to tho skies on flowery bods of case." Wk, as president of tho Union Board of Trade, aro in recoipt of a letter from tho Portland Board of Trade asking our co-operation in tho establishment of a Stato Board of Trade tho object of which shall bo to advance tho com mercial, mercantile, manufacturing and industrial ail'airs that may bo of general interest and to consider all subjects of internal improvements that may bo for tho welfare of tho communities of tho stato at largo. Tho necessity is urged of sending dele gates to attend u meeting to bu held in Portland on tho 27th inst., for this purposo, We aro in receipt, also, of a letter from tho president of tho Press Association sotting forth the necessity of this more and urging action in tho mutter. Wo fully realize tho benefit euch a co-operation would bo to Union, hut wo nro compelled to say that wo havo no Board of Trade. Wo did have, but it is demoralized, defunct, dead. Union will not bo able to tako any part.iti this progrcsnivo movement. Amos K. Jonks, Wk do not think that anyone who has watched tho course pursued by The Scout for tho past six or seven years will say that it has ever opposed any legitimate enterprise. Thcro quite a difTcrcnco between tho broad minded man of enterprise who, inhuil ding for himself, seeks to benefit tl whole community, and tho narrow contracted biped who seeks to make the wholo community contribute to his own personal agrandisement and success. The latter species and his "enterprises" wo aro opposed to at all times and wo wish to note right hero that as long as wo publish The Si-out wo shall not encourage such "enter prises" in the least, nor scratch -any body's back for the sake of getting our own scratched. Honesty is the best policy and nays at all times and in all professions. Not being present at the Institute when Dr. Jay Guy Lewis, in behalf of the citizens of Eagle valley, presented the exhibit from that place to the edi tors, wo tako this method of acknowl edging the same and expressing our appreciation of tho generous senti ments and friendly fcolinus. that actua ted tho donors, winch wo prize more highly than the luscious grapes and juicy peaches that wo havo been feast ing on tor several days past. THE COVE. Sept. 17, 1890. Edward Mitchell has gone to Eu gene and will attend tho Stato Uni versity this fall and winter. Covo school orders Nos. 18 and 20 will bo paid on presentation to J. G. Stevens, clerk. Interest on tho same ceased August 22d. Yesterday was tho sixtieth wedding anniversary of Mr. and Mrs. W. H. Foster. A family reunion in honor of tho day was hold at Mrs. Ford Foster's of Union. Mr. Jim. Russoll has returned from Moscow, Idaho, llo reports tho crop very good in that locality. An aero of choice land produced ono hundred bushels of wheat. Tho yield of grain in Lower Covo was good this year. Wesley Duncan raised 2,900 bushels of barloyon fifty acres of ground. His farm land, of about nine- acres, produced J,2f)f) bushels of gram. Frank Bloom has opened a first-class lumber yard in Covo imd can fill all orders for rough and dressed lumber. Tho Covo Junior baseball nine, com posed of woven boys under lfi and two girls, will hold a meeting Saturday evening to tako into consideration tho advisability of challenging tho La Grande club for a series of games, gate money to go to tho winuers. Whnt thresher can make a better showing? rV. party of Covo lovers of tho nation al gumo went to La Grande last Sun day to witness tho contest between tho Nob Hill nino of Portland, who had just Wen defeated by tho Sulcms, and tho La Grando club. The crowd paid fifty cents per head and walked in and trouble commenced. The first half of the first inning allowed plainly what was to be expected and the attendanoe was exhibiting signs of impaticnoc, when a rattling good dog fight aflbrded them amusement and made them for get for tho time, their infliction. Tho scrimmage was ended by Kirtley scor ing a home run on his pup. Every thing went very smoothly until tho fourth inning, whon a very unexpected event occurred. A La Grande playor caught and hold a ball. This took tho crowd by storm and tho applause was truly deafening. This stai play, unfortunately, was not repeated and an end was put to the agony at tho seventh inning. Score, 27 to-Oi The enterprise of tho La Grando team is to be commended in inducing a crack nine from below to visit theii grounds, but they should alto import some ball players to put against them.
