There was a good deal of noise In the

ultof a series of experimental tests
with the now explosive (omuiensite)
and smokeless powder (polblto), both
Iho Invention of Dr. Stephen II. Em
ions. Tho tests wero given by the
empany handling tho patents under
the personal supervision of Dr. Em
mons, and showed that tho new mate
Hals are quite as powerful as ilynanilto
and perfectly safe in handling. There
wore a number of prominent ollicials
scattered through tho largo crowd, in
eluding Secretary Tracy, Senators Man
dorson, Colqtiit, Halo, Chandler and
Ulackburn, Representatives Cutcheon,
Carlisle and Wheoler. and Commodore
Kolger, Admiral .louett and Captain
Moado. Dr. Emmons tlrst manufactured

boat-house to show there was no danger
in mixing tho ingredients, which aro a
couplo of unusual acids. The fumes of
tho mixture have colored the doctor's
beard and hair a bright orange yellow,
which is tho prevailing hirsute tingo,
he says, around the factory.
Then a can containing sixty pounds of
emmonsito was placed under a small
raft made up of about lifty heavy tim
bers lasted together. A steam launch
towed tho raft out about live hundred
feet from shore and anchored it, and
thon proceeded somo distance further,
paying out behind it a couplo of elec
tric wires. Suddenly the word "fire"
was heard across tho water, and thoro
came a rumbling crash, followed by tho
upheaval of tons of water, in tho midst
of which fragments of broken timbors
flow skyward. After thoy had gono up
a couple of hundred feet thoy camo
down again, all torn and twisted out of
Hhape. Uundredsof fish lay dead on tho
Hiirface of the water.
Tho next experiments consisted of
testing tho rending power of tho em
monsito abovo water, and three Iron
plates, a foot itarc and half an inch
thick, wero consecutively broken in
pieces each by a cartridge of the ter
riblo stuir. Tho explosives wero ar
ranged in three dilforent ways, so as
to show the force of tho shock was
equal in all directions. In order to con
vince thivspectators that tho material
was harmless in handling tho inventor
had his son ilro a bullet through a cart
ridge of it, tho etroot being a mere
breaking of tho packago as though it
wero no more than chalk. Tho broken
cartridge was thon exploded with tro
mondous elleet. A cartridge of dyna
mite was treated in tho same way and
disappeared with a great explosion as
soon as tho bullet touched it. Four
emmensite cartridges wore placed in a
can of gunpowder, which was exploded,
blowing tho cartridges high in tho. air
and setting lire to thorn. Thoy burned
briskly, but without exploding. A
small yacht cannon was charged with
gunpowder and loaded with a can of em
mensite as a projectile. This was llred
at an iron plate and smashed to pieces
without explosion, tho samo ommen
sito aftorward boing t-craped together
and exploded. This was to show that
it can I)o used as a chargo for shell in
powder guns without danger of prema
ture explosion.
(iclbito, which is a brown paper sat
urated with emmensite, was then llred
from a riilo as a cariridgo load. Tin
shot made almost no noiso and practi
cally no smoke. Thoro was a momenta
ry light mist, which was instantly dis
poled. The penetration boomed to bo
tho samo as that obtained by gunpowder
cartridges, which made a loud ropori
and a great smoko.
It is not only harmless to handle, but
it is said to be a radical cure for malaria
and catarrh when taken in regulated
doses or snulled in tho nostrils. Dr.
Emmons wants guns and Intends asking
the Navy Department for permission to
conduct a serios of tests with somo ol
tho abandoned cannon belonging to the

town the other day was followed by u

tho right-hand side, followed by a
poodle, which tho conductor may or
may not have seen. The car had scarcely

or four women, as thoy climbed upon tho
seats.

hon!" muttered a telegraph boy whe
was closely waUihlng the proceedings.
Tho dogs fought to the roar end of the
car, followed by their respective owners,
and thoro, as tho cur was trying to
shako tho hind logs olf tho poodle, the
conductor tumbled both of thorn olf the
platform Into tho mud. Thoy soparatod
at onco and scurrlod In dilforent direc
tions. Tho frigid lady had now recov
ered her presence of mind, and she
turned to tho conductor with:
"Conduetah, stop this cah! I wish to
alight It 1m the last tlmo I shall evalt

tho whole. Berlin is not uniquo in tho
respect of refusing to rocognizo Ameri
can degrees. Knowing tho utterly
worthless character of many of our col
leges, it has long been a rule in tho army
and navy to accept no certificates as
eoncluslvo. A rigid examination of tho
applicant for a surgeon's position is
conducted in both branches of the Gov
ernment and this is dono without the
slightest roforonco to tho medical in
stitution which has already granted its
diploma. Is it reasonable, thon, to
blame tho University of Berlin for fol
lowing a precedent which has tho sanc
tion of our Government? No doubt
thoro aro colleges in America which will
compare favorably with thoso abroad
but it would bo foolish to arguo that tho
avorago standard of ability isso high horo
as it is on tho continent. Germany and
Franco havo made their medical schools
public institutions, and thoir reputation
is so excellent that diplomas issued by
them command world-wldo respect, and
aro just as valuablo in America as any
whoro olso. Ignorance in medkino and
ignoranco in law aro matters of vital
concern to to public. It is a shocking
condition of affairs when the Stato
guarantees no protection to tho indi
vidual against tho incompetency of thoso
whoso right to act in a professional ca
pacity is guaranteed by institutions
operating under its charter. New York
was among tho first of tho States to
show its appreciation of the danger, and
six years ago a bill was passed provid
ing that law students should pass an
examination which would guarantee
fitness to enter upon their legal studies.
Last year the samo provision was made
to apply to medicine, and tho Hogonts'
Academic examination it now ono of the
best possiblo safeguards. So that in
this commonwealth, at loast, vory ma
terial progress has been made along
linos of improvement The American
students at Borlin must keenly feel
their position. But what aro thoy to

are practically humbugs," and that
