f man SUMMERVILLE. JInsty Slock Insprctors- PrMritctlvc IVIro Worm Social Notrs. Our county surveyor has just re turned from thu Looking Glass couu try. Prof. Mitrtiii, tho great ventriloquist is now in town and will preform two nights, Elliott .Smith and family have re turned from an extended visit to his old homo in Iowa. Our old friend A. Shaw bought ............ ..v... IIIIO Ulll IIIU the last week. Mr. Hhuw wants . imjirove his ftoek. Mr. Lee Lungly, who lias been liosllor for tho stage company at this place for tome timo past, has been sent to tho Wallowa station in tho Wallowa valley. E. B. Morclock is building more ehed mom to accomodate tho extensive stock of farming machinery that ho is receiving daily from Staver it Walker. J ho school tax levied Fomo time ago in this school district has only boon partialy paid and those finding" them selves delinquent had better mako Jacob Collins a call and settle as ho will turn tho delinquents over to tho fchoriir soon. McGovcrn, tho traveling tinner is building u kettle for (Jeergo Ott to bo used in manufacturing beer, which will bo quit an improvement to tho establishment when done. Mc. is a good workman and should conduct liimtclf better than ho has of lalo. A. .S. Watt, tho right of way man for the 0. It. & N. was in our burir yesterday and went to Elgin to-day, wo presume to arrange for tho right of way through the farms where tho railroad is likely to bo located. "Now wo too it and now wo don't ceo it." Our farmers on the Mind ridgo arc now complaining of the wiro worms deploying their grain. Hut they claim that all grain that was put in with a press drill has escaped tho worms belter than grain sown in anv other way. We think this would bo a lcston to tho farmers in tho futuro and cause them to put it in with a machine that puts it below tho working of tho tfislructivo wiro worms. Homo limo ago our deputy block inspector Terry Tuttlo was informed that ono S. Akins, of this placo had four horses alllicted with glanders. Mr. Tulllo not fooling willing to tay what tho diseato was sent for Dr.Provb stel, and ho pronounced it ulandero. and had the horses killed, they being all iho jiroperty Mr. Akins had to mako u living with. Now, then, it-is tho general opinion of this community that no ono knew what was the matter with tho stock, but ho being a poor man, had to stand it and lose all ho had with which to mako a living for a helpless family. When it comes to such :v pitch that a man because ho has a little authority, can go and con denid a man's stock and havo it killed when he knows no more about what tho diseaso is than a six year old boy it is about timo to call a halt. And then whin an dibit was made to get tho county court to help Iho man who lo.t the stock, they nty no, and Mr. Akins is left to tho mercy of tho peo ple of this county. If Mr. Akins hail been allowed part pay as was asked from tho board, no tax-payer would raised a voice against it. JJut ho being a poor man his claims was treated with contempt. If tho board would show a little more liberality in eases of thin kind and shut down tomu bills that we could mako mention of, it would undoubtly pleaco tho tax-payers just as well, aiul show a little more human ity. Orr-Moinii Joiix. WASHINGTON. An Iiitr'Ktlii I.ottrr From Our 11(ki litr Corri'mioiuloiit. Wahiu.miton, April 2(1, 18Si). Kditoii Oui:wiN .Scout: The average government clerk does not strain either his physical or mental power in tho Mirvieo of his country Inis rather prone to being absont, sick un often as ho dare, and to day dreaming when ho is present. Of com mi there is a respcotablo minority who work hard, but as like us not you will find on further observation that there aro often men whose education nnd ability aro not sulHcient to enable them to do oven a decent amount of woik without great effort. Those statements aro true of both (-exes, and of all ollieef- whore oxtoiinive technical knowledge is demanded. Hut there is ono employe in each depatiucnt who has to work early and lato, to take his work aud worry homo with him, aud bo waylaid by all sorts of pcoplo at all Mil ts of times, on mat- terofshop. This employe is known to thu other alleged public servants us "the old man" and to tho public it self as tho Honorable Secretary. The 1 lonorablo Beci etary has a hard time of it, and tho more inexperienced ho is in public life tho more ho Millers always of course considering tho rela tivo importance of his various depart ments, 'l'h us by tho importance of his department and his unfumiliarity with routine departmental work, Sec rottuy Xoblo is probably tho most over worked man in Washington, and oven : bis magnificent physique is beginning J tofrhow tho strain. Ho is very no ccsuil'lo and listens to visitors on un-1 Jniliorliuit business with tho naino ' . ... ,iii i , COUrtCOUli nttClltiOll tllllt lit) aCCOrd lO weighty mnttcrs. In n few I lllOMtllB lie will citllt.T llftVO broken under (ho s trnin or ordered minor nf faira attended to by minor ofiicinls. I believe that substantially nil his wak ing hours are given to the nfl'.tirs of ! hia office, which you will remember i includes the greatest number widely different bureaus of any of the execu tive depatment. Think of a Secretary having charge of patents, pensions, parks, labor, education, Indians and a ; j ands, and a dozen other things, all in , , ! 11 JWe Secretary JJlainc preforms his labors with more oaso than any other member in the Cabinet. J lis faculty for do ing a vast amount of work without tho appoarnco of strain is duo no less to his magnificent ability than to his long training. Mr. Maine's mind is an instantaneous camera and a single flash fixes tho detail of any affair upon his mind. So far as uuickness is con cerned, he is the model secretary. Whether it be an obscure consulship or an important treaty his mind acts witli lightning rapidity. Mr. .Blaine does not usually arrive at his office be fore 1 1 o'clock, but ho always brings with him u buget of papers that has received his attention the night before at his apartments in tho Normundic. The burly iigure of Secretary Win dom enters tho Treasury department at 0 o,clock in tho morning and tho grind begins. lie remains all day, un til fi o'clock in the afternoon, in his office, listening to tho endless proces sion of visitors with their bewildering variety of requests and complaints. And in these days Mr. Windom finds need for all tho arts he learned whilo at tho Senate and whilo formerly sec retary of tho Treasury. His emilo never deserts him. Even tho secre tary's privato oflico is continually crowded, and ho has to take important visitors to ono side, and in the little nook whero tho windows overlook tho river and the far Virginia hills, a great many annoying problems havo been solved. Attorney General Miller is at his desk from 8 o'olocik in tho morning to (i o'clock in tho afternoon, and ho fc'ot!H 1)ack t() tllu dopartment at 7:30 o'clock to remain until 10 o'clock, at tending lo the butincss that has been virtually MHtled in tho interviews of tho daj'. J To has not contracted the habit of taking work homo with him. Secretary i'roetor is rather out of tho ofilee-soekers beat, and his depart ment is less closely associated with tho business interests of tho country. Therefore his life is not an unpleasant ono and tho silence of many of his hours is only broken by tho click of tho typo writer and tho sound of his own voice dictating to his stenographer, lie is a very nervous man and dictates badly from u natural inclination to do his writing himself. In fact it may bo said of tho majority of public men that half of their slipshod sentences aro tho result of dictation, an art very hard to acquire ami never acquired by ono in ten of tho men who havo attempted it. Tho same comparative safety from visitors is Secretary Tracy's privilo e, but Secretary Husk's callers aro numeious, and tho name of l'osmaster (Jonoral Wanamakor is legion.
