WASHINGTON. An Interesting Letter From Our negu lar Correspondent. Washington-, April 12.18S9. Editor Ojikuon Scout: Some of tlio applications for postmaster-ships display n pretty fair idea of the appointing power. If tlio up-; plication is addressed to tlio president, j the applicant dwells upon his war re- j cord and rakes his list of acquaintances j with ti fine-tooth comb to find some I one who knows tho president person- ally. Like as not the person found is a minister who used to know Cioncral j Harrison in Indianapolis. Tho mem ber of this particular brand of minister is wonderful to contemplate. A few days fcinco I saw a specimen indorse ment written by one of them for a man who wants to bo consul to Mel bourne. The letter was six pages long, and looked like h confidential offer of general advice combined with 'a history of Indiana. If tho applicant have in his mind's eye the rotund Christianity of the Postmaster-General, he dwells strongly on his connection with some Sunday school, and if possible shows that ho is dining tho week days a conscientious business man doing a largo trade which it will be really a sacrifice for him to even partially abandon, for the pm-po.su of accepting a post-oflieo. And yet, after duo consideration and prayer, he has concluded that his wife will be able to attend to the business while ho frits in tho post-offco and oc casionally shuffles letters and puts fresh gum on tho second hand stamps. Ho novor forgets to stato that ho has given tho matter "prayerful considera tion," though whether his prayers were for Divine direction or for good luck is not stated. But it is when ho strikes Kirst Assist ant roHtnnu.ter Clarkson that tho can didate comes out strong. Jlero ho can show his sores and wounds re ceived in tho cause of the Republican party and pour into eager ears tho story of his trials, his energy and his wrongs. 1 Fere is a man who does not feel bitterly toward him merely be cause ho lost his ears or nose in a joint debato at tho caucus. Vorily the alert ollke-tscukor is all things to all 1)101), Tlio l'ost-ollieo Department grinds out tho appointments as rapidly as possible, which of course is too slow to Hiiit the applicants and their friends. There are more than -10,000 to bo de capitated and replaced, and pro gress appears slow. In tlio forth-class appointments the greatest speed is at tained. Tho recommendation of tho Republican Congress representing tho district in which tho ollico is situated is followed niiqiiustioiiingly. Where there is no Republican member tho recommendation of tho reconizod party leadors is taken. Of course a liorco strugglu commences right there as to who are entililed to bo called lead ers, but tho Department solves tho problem with as litllo bloodshed as possible, oils up tho machine and goes ahead. I'lesidont Harrison's mail is gradual ly falling oil' in extent until it now averages only about seven hundred letters a day. This should not bo taken iisenoouragmonl to John Jones of Joiion' Switch to write oftoner, for only tlio most important of theso let ters over too the oyo of tho an important clerk. The number of photographs filed with applications rather increases than lessens. Every day a hundred or so arc Hied. Tho applicants in remote districts scorns to have abiding faith in power of beauty to seize and hold the appointing power. Still a photo graph of a pair of staring eyen, an as sorted lot of whiskers and a lttind-nio-down suite of clothes, set off by a greon butterlly necktie, is not calculated to secure for tho subject tho English mis Bion. One Georgia man who desires to bo in the Internal Revenue service, sends a picture of himself and horse, in iiBortof iim novel make up. His boots and spurs aro something tcrriblo to contomplato in their ferocious grand eur, and tho calibre of his Winchester and revolvers stamp him as a man capable of poizing; and holding a dozen mountain stills. In his letter on tho subject ho states that, although ho rode twenty miles to havo tho pictures made, Ida friends tell him that tho eyes aro not exactly like his. whereupon ho adds thai his sight is if anything more than another can, bo said to he his strong point. A fchomo is talked of which has for Its object, tho pensioning of govorinottt clerk. No appropriation is taught, it being nicrolv proposed to ask legisla tion which ill logaliio such a plan. Tlio proposition is torcuto the fund by subscription, from oinplccos, for that purpose tho sum ol .fl per month being deducted from ouch clerk's sal ary. In the ovont of retirement after thirty vcur norvico, tho clerk retir ing nvdvos a ioiisioti uf if-H) per month. J 11 v The ISIlte of Okanogan. The Okanogan Outlook is considcrab-! ly hurt over the report that the only persons in tho county worth traveling miles to see aro Wild Goose Hill, Okan ogan Smith and Tonus George, and remonstrates thus: With all tho re spect to the three gentleman refcred to, wc rise to remark that there an other distinguished persons, a stranger ought to see and know before he can say he has been here nnd knows our people. They are: Skookum tho Trapper, .Sunrise .lack, Yellowstone Jim, Buckskin CJ.nrlie, Dogskin Bill, Okanogan Bill, B.ildy Hull, Wild Bill, j Wenatchcc Bill and numerous others wo dont call to mind at tho present moment. Tho Outlook has made tho , grievous blunder of omitting Dancing Bill and Virginia Bill, tho accomplish ed violinist, also Poker Bill, onco a jnstice of tho peace in Walla Walla, when the judge used to call the court to order with a horse pictol or a plug of navy tobacco. Oh! happy days I Happy days! Correct. The following from tho Democratic TimcH, of Jacksonville, tells how a town can be helped toward prosperity: "Order your goods from San Fran cisco. Buy of peddlers as often and as much as possible. Obtain the ser vices of some minister who lives in a bigger town and has a bigger salary, and lot tho home preacher live on saw dustandpino needles. It's fashionable you know. Glory in tho downfall of some man who has done much to build up tho place. Keep every cent you get and don't do anything of a public nature unless you can make something out of it directly. If a stranger comes to town tell him every thing is overdone and predict a gener al crash of the town in the near future. If you aro a merchant, don't advertihcin the homo paper, but buy a rubber stamp and use that it may save a few dimes, and mako tho paper look as if it was published by amateurs, in a one horse town. Jf you are a farmer, curse the town where you trado as the meanest place on earth talk this to your neigbois make them beliovo tho business men aro all robbers and thieve? it will make your property more valuable."
