7 ( MOVING WESTWARD. A itemnrkable Clittnicu In the Course of Amcrlcim ltivero. The people who live on tho banks of the Mississippi river arc accustomed to the astonishing activity of this vast volnino of moving water in shifting its channel and cutting away its banks in one place whilo it builds up new terri tory at another. Tho entire alluvial region of the Mississippi valley was created by tho river, and the land it has built up is ever at tho mercy of tho forces that made it. So long as tho changes wrought hy this mighty current are all in the same national limits no political complica tions are possiblo consequent upon the ravages of tho river and its power to transfer territory from one place to another. It would bo different if two nationalities were concerned, and something liko this is coming into view in the case of the Rio Grande, which is tho boundary for a long distance between the United States and Mexico. In this connection the following state ment, which comes from Mexico, is of interest: Governor Carillo of the State of Chi huahua has recently made a trip of in vestigation along tho banks of the Rio Grande from Paso del Norte down for a distance of about one hundred miles. He found to his astonishment that tho river was making slow but constant in roads into Mexican territory, oi'lng away the Mexican banks and depositing them on the American side, and that thus many thousand acres of the most fertile lands in tho ltio Grando valley on tho Mexican side had been washed away. Upon inquiry into this subject he ascertained from th'i leading inhab itants of that section of country that this had been going on for over a gen eration, and that large numbers of people has thus been made homeless and forced to leave the country, many of them going to tho New Mexican settlements of Mesilla, Chamberino, Launiore, Las Cruces and Socorro. Gov ernor Carillo ascertained also that great losses of valuable territory hail been taking place in tho vicinity of Paso del Norte, at which town defensive works are now being erected y competent engineers. The Governor hit 3, since his return to Chihuahua, indicated that ho is fully impressed with tho impor tance of tho subject, and that he in tends to advUo not only the State rep resentatives at the city of Chihuahua, but also the National Congress now in session in the city of Mexico, to make appropriations to be expended in forti fying and mattressing and riprapping the river bank at all exposed points. He says these encroachments of tli river, unless speedily stopped, will causo a loss of national wealth, irrepar able loss to Paso del Norte, and the linancial ruin of hundreds of familie.-. Apart from tho international inter ests involved, there are speculations of u scientific nature suggested in the premises which may be worthy of men tion. It appears that tho western and and southwestern bank of the Uio Grande is the ono which suffers must from tho abrasion of the current. Formerly tho river had it--principal debouchment into the m-h through ISayoti Manchacand the lake?.. In the course of timo that route wa abandoned for tiio one now known n tho main river, which is very consid erably to the westward of tho old out, let. In the mean time tho river ha shown a disposition to transfer it channel still further to tho westwap through tho Atohafalaya.
