V I t IN A MAIL BAG. A Carton Mixture of Joy and Smlnni, Humor nml Pathos, "Sco here, will you please bo so kind as to move away? Don't hug up so close to me, you yon black-bordered envelope." "Excuse- me. I feel so badly that I hardly know what I am (loins;. I know you do not like 1113' company; nobody docs. 1 don't blame them. I am sorry. You look happy, you dainty pink en velope, scaled wiih blue wax. Hluo wax is the symbol of love, te it not?" "Yes. true love. Love true and pure as the skies and as onduring. I am a love letter." And the pink envelope fairly glowed with tho bliss of its si aled kisses. It boro the smell of forget-me-nots, and its pretty direction was as line and por fect as copperplate. Truly it had a right to glow and throb for it was love that kindled its warmth and sent ft thrill through its every liber. "Alas! I carry a sad message to a far-ofl' homo " "What is it? Tell me. Love, you know, is very curious, and and my pretty lady never sent such a letter as I am before in all her life. Tell mo your secret and I will tell you mine " "Stop that nonsense, you two there in the corner of tho bag, can't you?" " ho arc you letter quickly. It was such a happy, giddy thing that it could n libra to brave and face even a business-like envelope with the picture of a mighty structure in one corner. "Well, I'm a full-grown business let ter, and I'm on in- way to tell a man that our linn can not give him anymore credit. I'm tired of hearing you two in the corner gabbling, and I wish would quit it at once." "Love and death, my staid friend, are so closely allied that even the com monest of us ought to consider and have patience. "Well, well, who spoke in that dear me?" i"l come from a groat poet lie is leader of mankind. He helped to free theylaves; and he has done much good in tnis great world. He is now an old, white-haired man; and he sits in tho golden sunset of life, respected, be loved and esteemed by the wholo world. Ho has written his name upon tho pago of time, and all the ages to come will never orac that name. He is known as Whittier." And for a brief period tho mail bay was silent. It was great company they those woniierf.il, mysterious differ ent, queer and curious missives were in. The dainty pink love letter nestled against tho black-bordered one. Tho one carrying a sad, sail message to somo 0110 far away. The stern, busi nesslike letter, with never a word fir lino of rylhm in it, lay side by side with a commonplace envelope bearing n poem froh from tho hands and brain and heart and soul of one of tho purest singers God ever gave the divino gift of poetry to. And then another voice broke the stillness, and tho rest shud dered as they heard its rough, brutal tones. "And if ye air keerful, pard, yo kin kill the ole cuss wi' one blow o' yor club. He hain't no longer strong; joss n little tap presto; he's dead an' tho swag is yourn." "Who dare speak of such a theme as murder? Do you know that I eamo from the hand of one of tho highest judges in the land? Reveal yourself, villain, and let the strong hand, of the law throttle your niurdorous design beforo it goes further," came from a long, legal missive with a red seal, lint tho criminal letter said not a word; it only slipped down out of sight and was covered fin ally by a letter from a fanner. In this latior letter was a check for 0110 hundred dollars; and thu letter was worded as follows: "Send mo the one thousand in 'green goods' soon as possible. I think I can uo them without much trouble." Then all was quiet again for a period. "O, dear hoy, 1 hear bad nows from you, Don't do it any more. It has killed your mother and is kilting me, your poor old father. Don't drink! don't drink.' don't drink!" "Aye! aye! so say wo all," cried out four or five from a little pile. "And when wo cracked tho last bot tle, Jack, a sigh went around our littlo circle. Wo had piled in tho stull" pretty freely and wero feeling good. The last bottle! That almost broke our hearts. Our motto is 'a merry life and a short one' " "Gracious, I smoll something like a drunken man's breath. 1 don't want nothing more to do with you," brko in a long, lean, spidery envelope as it slipped down among a lot of jolly let ters from some school girls. Tho spin ster's letter lay there, drinking in with keen delight tho merry prattlo of tho girls' letters. It felt young again and it made a stern determination to en ter tho lists ouco more and battle bravely for somo man's hoart. Holter skelter, rough and tumble all in a mixed pile upon a table tho Iotters wero thrown by tho hands of tho mall clerk. Flutter, tlitter, Hash and llurry hero, there, overywliore, but all properly dis tributed at last. And when tho recipients of oach lot ter received his or her mail all wero at last safely housed. Tho tears that fell upon tho black bordered missive, tho kissos rained upon the pink love-lottor, tho pnlo look that confronted tho business lottor, and all tho crins of joy, the sobs of sorrow, tho chuckles of exultation and the other thousand ami ono exprossivo tonus and acts all wont out in air; and tho n.ail bag never told tho story of its rotnauco. . MOTT It Oreanlreil unit Administered at thx I'rrwent Time. The police in Husia, as in all ubsoluto monarchies, has had to combine tho duty of preventing crime ami watching over the people with that of supervis ing officials and protecting the govern ment. Alexander I., in imitation of Xapoleon, made it a department of the State. Nicholas, refining thereon, di- iiled it into two sections the ordinary p'dieo, undf-r the Minister of the Inte rior, and tho secret police, under the Kmpcror in person. Tho latter was a privileged body, a'love all law. re sponsible only to the C.ar, and with alnio-t unlimited authority. Its head was member of the Committee of Min isters, and bv his intinrvte relations with the sovereign and freedom from other control became tho most power ful personage in tho empire. This in stitution was preserved bv Alexander 11. with its attributions intact. Although by law subjects of the C.ar could no longer be arrested and condemned without legal process, the Third Sec tion could eize, incarcerate or deport at will, and even secretly. l?y jeuit ical distinction it did not pretend to punish or to interf"re with the course of justice again-t crime; it merely sup preed indefinitely individuals who were deemed a danger to public order. Its existence after the inauguration of the reign of law prc-ents an numnah similar to that of letlrcs de a-ihct in France, of which the King could aail at pleasure, despite tribunals anil slat- ' lltcs. 1 During tho early years of Alexander II. 's reign, when R;ti:i seemed pro- gressiug toward a new and glorious future, it was seldom resoricd to. An attempt upon his li f in 18(ili restored it to favor and activity. Not wit h stainlin r its irresponsible, character and its al nost unlimited powers, it was worsted in the duel with nihilism from 1870 to IS 78. Of its last chiefs. General . Mi'Zcntsof was assassinated, and Gen- 1 oral Dreuteln, severely wounded, re signed. I's inefficiency caused a change 1 in its orguiiixarion; a double police led at. times to absurd results, and tho pub-; lie ajents of one department often wasted their efforts in pursuing the emissaries of the other, acting in secret. After the explosion of the Winter I'-ilace, iuTSS . the Thir 1 Section was 1 abolished, lint in name only; it was ro-1 moved from the imperial chancellery j and united to the ordinary police, in order, bv giving tho whole' service a single head, to increase its cllieiency. Hoth departments j were placed under General Lorisj Melikof, upon whom, as Minister of the Interior, almost dictatorial powers were conferred for tho preservation of public order. While this change made no alteration in the attributions of the secret police, it was a slight gain in principle. The Third Section was no longer under the personal direction of the C.ar, but heenmo one of tho depart ments of government, and as such was subject to administrative control. II10 unreasoning violence and mon strous atrocities of the radical party not only led to the revival of this tre- incndous engine of despotism with in- creaseit powers, tiioy nave also turned the wheel of progress backward, de- lirived the nation of liberties accorded, and destroyed the hope of further con cessions for years to come. Albert Heard, in Harper's Ma'azine. I TURKISH INVITATIONS. I.lt-riiry l'ltroxysiiis That Are Absolutely Absiii'il anil Nuuscut Inc. Tho Oriental imagery, so plentiful in all the written communications of the Ivistern peoples, has boon carried 1) the Turks to tho point whore its liter al y parowsms beeonio very absurd. One KU'endi, or dignitary, writing to another, speaks of himself as "thy ser vant, "thy miserable valet, ' "thy si.tve," and so on, whilo all his refer ences to the person addressed are to "thy highness." "thy gracious lord ship," "th- most exalted personality," ami the like. The Turk, in addressing his equals or superior, never uses tho plain words "you" or "mo." Instead of "I saw you the other day at the mosque," he says: "l observed at tho mosque the dust of your excellency's feet." There is a Turkish proverb which de clares the word "1110" to bo always and everywhere hateful. Hero are two genuine Turkish invi tations to fosiivals: "Noblo and venerated friend: To night, when tho silver banpio of tho moon, now fourteen days old, iloats out upon tho slay's azure expanse, bo stowing upon all tho world romance and tenderness, we shall be assembled at tho villago of Humili Hissar, in the place called llnzroti-Mollah, iv spot full of delights; and all tho night, even to the rising of t ho sun, wo shall taste ho pleasure of tho feast. Wo shall not ad mit a delay so eroat as tho thickness of a hair, iilny the tleotiiGss of sails and the strength of rowers bring thee, thou source of joy, to all thy friends!" , "Most gracious master and most venerated lord: This evening, if it plea-o Allirh, when tho great king of the army of stars, tho sun of all tho worlds, hliall, sotting fortli towards the realms ot the shadows, thrust his foot into tho stirrup of velocity, thou art bosought to illuminate us with tho bright rays of thy ooiintetiauco. which, Indeed, rivals thu sun's. Thy ai rival, like that of tho zephyr of thu spring time, w ill, for lis, dissipate thu mbcr night of solitude and desolation." And this ponderous uompo'ition is only an invitation to "come and dino ut six." VouUi's Companion.
