In this, as well as in most matters af fecting the individual, the settlement of tho question depends wholly on tho determination and strength of tho per son immediately concerned. He can quit drinking, but no one else can quit drinking for liini. The man too weak to abandon an evil habit will hardly bo strengthened by potty laws, preambles and resolutions, ami signing pledges. Stop all distilling and retail dealers, then tho evil will bo mitigated. So long as tho factories run it will ho ah-f-qrticd by means both foul and wicked.
