THE OREGON SCOUT. AJIns K. JONES EDITOR, City and County Official Paper. Saturday, March JJG, 1887. ryTyrny-yjrjwoaygTygy rwja nw. nun .g jmrw wuhj Wallowa County Scat. Editor Scorr: It i'h known to many of the citizens of tho Wallowa valley that a wagon road from thin val ley to the mouth of Grande Hondo riv er, lo connect with a lino of steanierH plying on Snake river, ha been talked of for koiho tiino; hut tho necessity for the vast expense of such an enterprise li.u heen Hetiwide by a recent conclu niuii that tho waters of tho Wallowa are navigable with a certain chtHtj of riwr cwc1h, from its mouth to a point lu tween Alder and Bennett .Flat, tho supposed county seat of this new coun ty; lor it linn already been advanced by bome, that in the history of comon events these places will become of such dimensions that they will formono and the wmio town. Above this point it i'h Htipposed that the river cannot be made navigablo, without considerable ex pense, which will not be incurred mi le's th" town of Joseph should arrive at fftiiio degree of notoriety, which is improbable, since the boulders which obstruct the river form tho "ground woik'' of the town. Tho actual fact of this river'a navigation ia soon to be come an event in tho world's history. The boat is now in readiness, awaiting the machinery, and will soon bo launched, in the presence o witnesses. It is needless to describe this bark, sulRoo it to say, that it is of sufficient size lo carry all needed supplied, and thoroughly demonstrato tho possibility of navigating this river. The crew will consist of two experienced mountain eers, well versed in practical engineer ing, who thoroughly understand tho diHiPultiot! attending tho navigation of mountain streams. They aro well equipped for tlo voyage and aro quite hopeful of satisfactory results. If this vessel should succeed in making the round trip, it woidd practically dem onstrate the possibility of river naviga tion to tho point abovo named. Alder and Bennett Flat would therefore be come the shipping point for this entiro county, do away with the immediate necessity for a railroad and therefore settle for over tho county seat question, unless tho citizens of Joseph should succeed in co-operation with the sen ator of this State, in securing a govern ment appropriation of several thous and dollars with which to open a chan nil from Jlonnet Klul to Joseph, ren dering river navigation lo that point possible.
